Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" I, "or" II, "or" III, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern I and additional experience amounting to 50% of the required time of Pattern II may be accepted to an examination as meeting 100% of the overall experience requirement.

All applicants must meet the education and/or experience requirements for this examination by the final filing date.

Minimum Qualifications

Education: Completion of a training program prescribed by the Federal Railroad Administration in railroad equipment inspection; and

Either I

One year of experience in the California state service performing the duties of an Assistant Railroad Equipment Inspector, Public Utilities Commission.

Or II

Three years of experience as a State or Federal Railroad Inspector engaged primarily in the inspection of freight car equipment.

Or III

Six years of progressively responsible experience in railroad freight car inspection performing the duties of mechanical foreman or master mechanic.

(A Bachelor's Degree in Engineering or a related technical specialization may be substituted for three of the six years of the required experience under Pattern III above.)

Position Description

ASSOCIATE RAILROAD EQUIPMENT INSPECTOR PUBLIC UTILITIES COMMISSION

Definition

Under direction, to conduct the most complex investigative and surveillance activities with regard to the Safety Inspection required by the Federal Railroad Administration's Railroad Freight Car Safety Standards; and to do other related work.

Typical Tasks

Makes comprehensive inspections of railroad freight car equipment and investigates adequacy of freight car maintenance methods; makes recommendations of proper corrective action to be taken in order to bring freight cars into compliance with the Federal Freight Car Safety Standards; examines common carrier railroad equipment maintenance records and makes inspections of freight cars to determine compliance with Federal Railroad Freight Car Safety Standards; conducts investigations of railroad accidents; assists in the preparation of reports and exhibits; dictates correspondence and prepares reports.

JOB LOCATION

Positions may be filled in Los Angeles or Sacramento.

Examination Information

This examination consists of the following components:

  • Interview : A passing score must be achieved and is weighted 100% of the final score.

A final score of 70% must be attained to be placed on the eligible list.

EXAMINATION LOCATION/ DATES

Interviews will be held in Los Angeles and Sacramento. However, locations of interviews may be extended as conditions warrant.

It is anticipated that the exam interviews will be held during the week of November 18, 2019.

The CPUC reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

QUALIFICATIONS ASSESSMENT PANEL – WEIGHTED 100%

The exam interview may include the following:

Knowledge of:

  1. Freight car inspection, freight car maintenance methods, freight car equipment and general railroad safety.
  2. Proper corrective action to be taken in order to bring freight cars into compliance with the Federal Railroad Freight Car Safety Standards.

Ability to:

  1. Determine unsafe mechanical and structural problems in freight cars, rolling stock, and other railroad equipment.
  2. Understand railroad maintenance standards and detect deviations therefrom.
  3. Examine records and make inspections of freight cars to determine compliance. with Federal Railroad Freight Car Safety Standards.
  4. Conduct investigations of railroad accidents and write clear and concise reports.
  5. Compile and analyze data.

Eligible List Information

A Departmental Open eligible list for the ASSOCIATE RAILROAD EQUIPMENT INSPECTOR PUBLIC UTILITIES COMMISSION Classification will be established for:

The list(s) will be abolished 18 months after being established, unless the needs of the State and conditions of the list(s) warrant a change in this period.

Resulting Eligibility List(s) will be used to fill vacancies in Los Angeles County and Sacramento County.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Public Utilities Commission reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
