Job Description and Duties

Under the general direction of the SSM II CDCR Team Manager, the Research Analyst II is responsible for performing research, policy, and legislative analysis pertaining to workforce policy and programs. The RA II will assist the Corrections Lead Researcher in the review and development of research on best practices and model partnerships concerning effective strategies for serving the formerly incarcerated and justice involved individuals and will help the Corrections Workforce Partnership team disseminate this information to the 45 Local Workforce Development Boards and 14 Regional Planning Units, County Probation Departments, Community Based Organizations, and other stakeholders concerned with successful reentry.

The RA II locates, reads, interprets, evaluates, summarizes, and presents relevant research and articulates how the research might inform policy decisions made by the State Board, Corrections, and the California Prison Industries Authority. The RA II is also responsible for analyzing and tracking bills introduced in the legislature as well as determining the impact of proposed legislation on the implementation of both WIOA and the Corrections Workforce Partnership.  The RA II watches the daily file and tracks related bills using Capitol Track database.  The RA II drafts initial bill analysis documents as well as amended analyses, EBR’s and signing statements and veto messages.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.

Special Requirements

Familiarity with statistical models and experience reviewing academic literature utilizing statistical models. Strong writing skills, analytical skills and effective communication skills are required for this position.
