Job Description and Duties

Under the direction of a Staff Services Manager I, the incumbent is responsible for the information gathering, analysis, and recommendations on workforce development pertaining to workforce innovation, regional leadership, and system alignment.  The incumbent’s areas of focus are innovation and implementation; from grant program management, to organizing and facilitating Communities of Practice, and working closely with other state partners and advocacy groups to inform policy and practice through the lessons and successes of the programs developed through initiatives.

The California Workforce Development Board (State Board) strives to cultivate regional leadership and system alignment through WIOA regional planning and the development of initiatives that fund and inspire innovations that solve some of the challenges that are keeping Californians with barriers to employment from achieving success in jobs and careers.  The incumbent will contribute to the planning and development of multiple initiatives, implementing, and capturing lessons and successes that can be communicated internally and externally throughout the system.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs.

The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.  The State Board sets policy for WIOA Title I programs, including statewide policy pertaining to Local Board responsibilities, as well as policy directly relevant to the design and operations of the One-Stop system.

Strong writing, critical thinking and communication skills are required for this position. Knowledge of the federal Workforce Innovation and Opportunity Act is preferred.
