Job Description and Duties

Under the direction of a Staff Services Manager II, the Associate Governmental Program Analyst (AGPA) will perform the full range of associate level work and is responsible for the most complex technical work associated with state funded projects, Workforce Innovation Opportunity Act (WIOA), and workforce related programs. The incumbent has a strong background in accounting or finance, ability to work independently or in a team environment, and be a self-starter who takes the initiative to get the job done.

The incumbent is responsible for the coordination, processing, and management of contract agreements. The AGPA will ensure the provisions within each contract follow policies or procedures established by the state and will act as the liaison between various sections within the California Workforce Development Board (CWDB) and the Employment Development Department’s (EDD) Legal Office, Business Operations & Support Division, Fiscal Programs Division and other state agencies.

Some of the duties of the incumbent include:

  • Reconciliation of all state and federal funds issued via contract

  • Monitor monthly and quarterly financial reports submitted by Local Workforce Development Areas (Local Areas) and Non-Local Areas.

  • Filing all required financial reports to the Department of Labor in a complete, correct and timely manner.

  • Processing invoices received from a Local Area or Non-Local Area in a timely manner within the established Departmental policies and procedures. 

  • Provide technical assistance to Local Areas, Non-Local Areas and CWDB staff on matters affiliated with contracts, invoicing, or reporting.

  • Provide instruction and guidance in the analysis, review and modification of contracts.

  • Prepare various ad hoc budget and/or expenditure reports, using Microsoft Excel.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs.

The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.  The State Board sets policy for WIOA Title I programs, including statewide policy pertaining to Local Board responsibilities, as well as policy directly relevant to the design and operations of the One-Stop system.
