Under the general direction of the Personnel Program Manager, the incumbent plans, organizes, evaluates and analyzes the technical activities of the Examination and Certification Online System (ECOS), collaborates and works cooperatively with the Information Technology (IT) team, other teams within the division, and state departments to identify, submit, track, and test ECOS bugs, modifications, and enhancements.

The incumbent will be responsible for reviewing, tracking, and managing submitted issues to determine if there is a defect or a modification is needed.  This tracking management includes, prioritization, User Acceptance Testing (UAT), regression testing and implementation processes. Writing technical documentation, including but not limited to reports, transitional guides and materials, and the creation/modification of specifications.  Assess and analyze business requirements for complex and highly sensitive hiring processes. In addition to having a knowledge in Selection Laws, Rules and practices, the incumbent must have the ability to research design specifications and a strong working relationship with IT.

STATEMENT OF QUALIFICATIONS REQUIRED

A Statement of Qualifications (SOQ) is required. To be considered for the position, applicants must submit an SOQ along with their application. The SOQ is a narrative discussion of how your education, training, experience, and skills qualifies you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. SOQs must be no more than two (2) pages in length, and typed using no less than 12 point Arial font. The SOQ must address the following questions and in order listed below:

SOQ QUESTIONS:

1.  Describe your background, experience, and education related to Personnel Selection and/or Information Technology.

2.  Time management and multi-tasking are critical for this position. Describe the tools you use to stay on task with your assignments.

3.  Describe a process you were responsible for streamlining and implementing.

4.  Provide an example of an innovative solution or tool that you were responsible for implementing. Cite what the issue/problem was and what specifically you did to resolve the issue/problem. What was the final outcome?


When completing your SOQ, do not provide a single, narrative response.  Each question above must be addressed one at a time (i.e.: first provide a complete and independent response to Question #1, then a complete and independent response to Question #2, etc.) for consideration.  Additionally, each response must be numbered and include the full text of the question being answered prior to each individual response to clearly indicate which question you are responding to.  Please contact the hiring manager if you have any questions or would like further clarification on these requirements.
