The ECOS Consultation & Training Services Team resolves Departmental HR Selection issues, provides Examination and Certification consultation, technical assistance, and training to Department staff for ECOS and Legacy software systems; policy guidance; interpretation of California’s selection laws, rules and regulations; and training regarding the CalHR software systems (Legacy and ECOS) as well as provides selection process information and responds to questions received from employees, candidates and the general public. The incumbent will work in a team environment and also work independently. This position requires the incumbent to be a quick learner, have the ability to take initiative, and be a strong problem solver.

Statement of Qualifications (SOQ) - To be considered for the position, applicants must submit an SOQ along with their application. The SOQ document must be two (2) separate letters, typed using no less than 11 point Arial font, and no more than two (2) pages total in length:

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Provide technical selection and consultation services to state Department Personnel.  Provide interpretation of laws, rules, and regulations regarding the selection field.  Assess and resolve the most complex and highly sensitive hiring topics.

Provide training services, primarily system application, on Selection topics (typically Recruitments, Examinations and Certifications). Develop appropriate training curriculum and guidance material. Learn and apply knowledge of California State Civil Service Merit system laws and rules, including examination and certification policies and procedures, standards, and guidelines for state hiring.

Initiate recommendations for improvements of ECOS and selection services. Participate in quality innovations in the ECOS and selection process. Participate in UAT testing and development. Identify selection and testing issues and collaborates with appropriate parties for solutions. Submits recommendations for resolution of identified selection and testing issues to appropriate parties (e.g. Departments, Management, IT teams, and the ECOS project team), both in person and in writing, as appropriate.

8. Experience providing technical guidance related to examinations and various selections strategies including interpretation of laws, rules and regulations within the selection field
9. Knowledge of the State Civil Service Selection processes, trends, techniques, and technology - including the examination and certification systems (Legacy and ECOS)
10. Willingness to provide presentations to groups (large and small), including Seminar, Informational, and Training presentations
11. Willingness and ability to accept responsibility and meet deadlines
