Job Description and Duties

Under the general direction of the Staff Service Manager II, the Staff Services Manager I (Supervisor) directly supervises 3 program staff and assists the Deputy Director in advancing the vision of the Branch and the State Board.

Under the direction of a Staff Services Manager II, the incumbent is responsible for the oversight of various initiatives pertaining to workforce innovation, regional leadership, and system alignment with an emphasis on regional workforce and community based organization partnerships serving targeted populations with barriers to employment. The incumbent's areas of focus are the implementation and coordination of such initiatives; from grant program management, to organizing and facilitating Communities of Practice, and working closely with other state partners and advocacy groups to inform policy and practice through the lessons and successes of the programs developed.

The California Workforce Development Board (State Board) strives to cultivate regional leadership and system alignment through WIOA regional planning and the development of initiatives that fund and inspire innovations that solve some of the challenges that are keeping Californians with barriers to employment from achieving success in jobs and careers. Our goals are income mobility and regional prosperity through a strategy that prioritizes job quality and focusing on industry partnerships and career pathways, including apprenticeship. This work is a key part of the State Board's efforts to create an education and training system that connects more Californians to decent work and family-sustaining careers. The incumbent will oversee the planning and development of multiple initiatives, implementing, and capturing lessons and successes that can be communicated internally and externally throughout the system.

The SSMI will also contribute to the planning, development, and evaluation of a number of high-profile initiatives. In this capacity the SSM I will guide staff in all phases of grant management, and provide leadership for those assigned to support related committees and working groups. The SSMI will also lead internal cross-unit collaboration at key intersections.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.
