Job Description and Duties

Under administrative direction of the CDFA Chief Information Officer, the Enterprise Data Architect (EDA) serves as the Industry Expert, understands and implements CDFA’s Strategic Plan as it relates to the capture and sharing of data in such a way to be transparent and yet not share confidential data. In doing so, the EDA will interface with the Secretary, Executive Office, Division Directors, and Branch Chiefs to elicit information and establish an Enterprise Data Architecture and Governance Plan for the Department, along with the creation and implementation of policies and procedures that conform to the architecture. The EDA will work closely with colleagues in OITS and the Program to incorporate industry practices into software development and data use practices throughout CDFA. The scope of this position encompasses functions and processes in the Software Engineering, Information Security Engineering, Information Technology Project Management, and System Engineering domains.

The role and responsibilities of the EDA impacts the entire CDFA organization; therefore, the EDA will report directly to the Chief Information Officer to ensure alignment at the CDFA organizational level.

Duties include but are not limited to:

  • Develop a long-term, department-wide vision for data architecture and standards consistent with CDFA’s strategic plan and needs.
  • Document and maintain the data architecture and environment to ensure the documentation and environments remains current with CDFA’s needs.
  • Develop a data management roadmap.
  • Work with the OITS Customer Delivery Unit, the Software Development Unit, and infrastructure staff to develop policies that govern application development and project management to ensure IT solutions developed by CDFA staff meet state data security requirements and achieve long-term data veracity.
  • Develop, document, and maintain a Data Governance Plan for the Department, CDFA division leadership, and individual division business program leads.
  • Lead CDFA divisions and their business program leads to develop and document processes for governing the identification, collection, and use of metadata.

Working Conditions

The duties of this position are primarily conducted indoors in an office environment. The incumbent will have a workstation with modular furniture, an adjustable rolling chair, a computer with various software programs, a telephone with voicemail, and stationary filing drawers and bins. The position requires the ability to sit for extended periods of time and operate a personal computer utilizing a mouse and keyboard.

The incumbent must be able to give presentations, participate at meetings, and interact with other staff. They must also be able to: push buttons on a keyboard, calculator, photocopy machine, facsimile machine, and telephone; grasp papers, small objects, and manuals; access upper and lower files and cabinets; and exert up to 15 lbs. of force occasionally and/or a negligible amount of force frequently in order to move or position objects.

Travel to various CDFA facilities and sites throughout the state as needed using various means of transportation systems; overnight stays and weekend and off-shift work may be required.

The work hours for this position are Monday - Friday, 8:00 a.m. - 5:00 p.m.

Department Information

The Office of Information Technology Services (OITS) provides centralized Local Area Network and Wide Area Network (LAN/WAN) systems and is responsible for the development, codification, and distribution of all Department Information Technology (IT) policies, standards, practices, and procedures. Coordinates and prepares all mandated IT reporting requirements. Additionally, OITS provides leadership for the IT Strategic Initiative and coordinates the review and approval of IT initiatives and IT procurement requests.
