Job Description and Duties

The Atmospheric Modeling and Support Section of the Air Quality Planning and Science Division has an open position for an Air Pollution Specialist who will be assigned a variety of the following types of responsibilities :  1) Process link-based and Traffic Analysis Zone activity data using Geographic Information systems and other scientific evaluation tools; 2) Prepare of toxic gridded emission inventories for dispersion and regional air quality modeling; 3) Perform quality assurance and data analyses on emissions, meteorological, and air quality data used for modeling; 4)  Participate in archiving, documenting and version controlling of emissions and observation-based data used for regulatory modeling applications. Assist with the administration of computer systems used to process and store emissions and air quality; and 5) summarize and present project results or technical findings to all levels of management as well as participating in technical topic discussions.

The Section is responsible for preparing spatially, temporally, and size-resolved emission inventories, as well as conducting air quality modeling studies and providing technical support using sound science for statewide regulatory and policy programs.  The Section works with and supports a broad range of internal and external scientists, engineers, and policymakers.  The Section is comprised of engineers and scientists who use state-of-science computer models, computer systems, and computer software (including programming and scripting with application/development software).  The duties of the Section broadly fall into the following areas:  1) quality assure gridded emission inventories for modeling; 2) test and apply state-of-the-science meteorological, emissions, and air quality models throughout the State; 3) coordinate with other Sections and air quality districts on the development of emission targets for State Implementation Plans; 4) provide regulatory modeling support to assess the potential air quality impacts of proposed regulations.

Department Information

The California Air Resources Board (CARB) is located in the beautiful CalEPA building in downtown Sacramento. We are located close to light rail and parking garages/lots. The building includes Golden 1 ATM access, an exercise room, a cafeteria, and an onsite daycare facility. We are within walking distance to many restaurants and the seasonal farmers’ market in Cesar Chavez Plaza.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Due to the needs of the Section that are associated with this specific position, the most competitive applicant will have: 1) GIS experience, and demonstrated ability of mapping, quality assuring and quality controlling large data sets; 2) recent hands-on programming experience; 3) experience with Linux or Unix operating systems, including shell scripting; 4) demonstrated ability to work with large databases, and 5) familiarity with travel demand models.  Additionally, all candidates must be enthusiastic team players with strong interpersonal skills.  Some or all of the required qualifications listed above may be tested via a written exam prior to oral interviews.

Although not required, it is highly desirable that candidates will also possess some combination of the following knowledge, skills, or abilities:  experience geo-processing travel demand model outputs; knowledge of the emission input needs of grid-based models; experience with data analyses and tools that can be used to quality assure very large datasets; previous experience writing command line executable scripts with Python, Perl, SQL database languages, or R.
