Job Description and Duties

-As a member of the California Air Resources Board (CARB) Health and Safety team, develops, implements and maintains oversight of CARB's comprehensive Injury and Illness Prevention Program. Responsible for a variety of specific health and safety programs such as, but not limited to, Hearing Conservation, Heat Illness Prevention, Driver Safety (including the DMV Employer Pull Notice, Random Drug and Alcohol Testing Programs; and vehicle accident reporting), Ergonomics, Hazard Communication, Medical Surveillance and Personal Protective Clothing and Equipment.  Develops and implements departmental health and safety policies and procedures in compliance with laws, rules, regulations and collective bargaining agreement provisions.  Prepares correspondence in response to safety-related issues and/or concerns; oversees correction of violations identified in State Fire Marshall Inspections and makes recommendations to ensure violations are not repeated.

-Conducts worksite reviews, safety inspections and accident investigations, which will occasionally require travel to worksite locations away from primary office location.  Prepares reports of findings and develops hazard correction or abatement plans to ensure safe working conditions and work practices.  Identifies necessary safety equipment and helps employees procure necessary equipement. Assists the Health and Safety Officer with Workplace Violence policy investigations.

-Conducts workstation ergonomic evaluations, makes recommendations for workstation alterations to improve employee comfort, follows up to implement ergonomic recommendations, and provides training and recommendations to employees and their supervisors to avoid injury.

-Monitors and tracks CARB staff's compliance with health and safety mandated training courses and job specific licensing and/or certification requirements.  Assists program management in identifying specific training classes and/or materials when working conditions or job requirements change.

-Develops and administers health and safety training courses for a variety of health and safety subjects.  Evaluates health and safety training to ensure training effectiveness. Develops regular health and safety related announcements, information postings and notices.  Assists training vendors with development of training notices, materials, class rosters, certificates of completion, and obtaining and preparing training rooms for on-site and/or CARB administered training classes.

-Ensures all facilities and worksites have emergency action plans and emergency team members are trained properly.  Plans and conducts emergency drills, such as earthquake readiness and emergency evacuation; provides feedback to participants regarding performance and makes recommendations for improvement.

Department Information

The California Air Resources Board (CARB) is located in the beautiful CalEPA building in downtown Sacramento. We are located close to light rail and parking garages/lots. The building includes Golden 1 ATM access, an exercise room, a cafeteria, and an onsite daycare facility. We are within walking distance to many restaurants and the seasonal farmers’ market in Cesar Chavez Plaza.
