Job Description and Duties


Under the administrative direction of the Director of Multifamily Programs, the Deputy Director Multifamily Programs plans, organizes, coordinates and directs the activities of the Multifamily Lending teams, the Multifamily Disbursement units and the Asset Management programs.  This position interacts regularly with the Executive Management team, Board Members, and Senior Loan Committee; has significant influence on all Multifamily Program underwriting proposals, Multifamily program development and Multifamily Program policy decisions.

    Department Information

    For more than 40 years, the California Housing Finance Agency (CalHFA) has supported the needs of renters and homebuyers by providing financing and programs so more low to moderate income Californians have a place to call home. Established in 1975, CalHFA was chartered as the state's affordable housing lender. The Agency's Multifamily Division finances affordable rental housing through partnerships with jurisdictions, developers and more, while its Single Family Division provides first mortgage loans and down payment assistance to first-time homebuyers. CalHFA is a completely self-supporting state agency, and its bonds are repaid by revenues generated through mortgage loans, not taxpayer dollars.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Examination Information

    The Statement of Qualifications will be the Exam for the position.  Applicants will be competively ranked according to their education, training, experience, knowledge, skills, abilities and their responses to the SOQ questions below.  All applicants must provide a Statement of Qualifications (SOQ) for the hiring manager's review.  Failure to include an SOQ will disqualify an applicant from consideration.


    CEA – Deputy Director Multifamily SOQ Questions

    1.   Describe and provide examples of your direct and relevant experience with multifamily loan underwriting standards, loan programs, and other federal, state and local affordable housing multifamily lending and subsidy programs.  Be specific about your background and accomplishments in these areas.

    2.   Please describe your experience leading teams, specifically examples that demonstrate your willingness to hold staff accountable for performance and results. Please share any methods you typically use to evaluate an individual’s performance as well as your approach to communicating feedback, mentoring, and coaching. 

    3.  Please describe your management style and provide examples of direct experience with program management, project management, and client/stakeholder communication and relationship management responsibilitiess

    4.  Please describe the most complex and/or difficult financial, commercial banking/lending transaction you have had to analyze in your career. Please share any key takeaways or lessons learned from your involvement in this transaction. Expand on your ability to sift through large amounts of financial data and information in order to extract what is most critical for decision making.
