Job Description and Duties

The Department of Business Oversight is recruiting for one (1) permanent full-time Information Technology Specialist I position in the Executive Division's Information Technology Office located at the 1515 K Street in downtown Sacramento. This recruitment may be used to fill subsequent vacancies of these positions in DBO within the next 180 days.  

Under the general direction of the IT Manager I in the Application Development Unit, the CRM Developer is r
esponsible for carrying out the design and development goals of the DBO’s Student Loan Servicing Act (SLSA) as both a project lead and high-level specialist. Performs comprehensive technical analysis of development and programming solutions for the SLSA application, which will be part of the DBO’s DOCQNET system. Independently Code and Unit Test the SLSA modules according to ADU standards. Ensure each module satisfies the requirements of the SLSA program at the conclusion of the integration testing.  Create user guides and manuals, and conduct user training for the system users. Responsible for continuing maintenance of the system after it has been implemented.

Responsible for defect resolution of DBO’s SLSA DOCQNET application. Assists the supervisor in planning, prioritizing, and monitoring SLSA defects. Conduct data and analyze system defects, including production issue/problem identification, solution analysis, and acceptable design and programming development methods. Create and maintain reports detailing the defects and their resolution for presentation to executive management.

Collect and assist in prioritizing system enhancements (in conjunction with SLSA program staff). Assist in defining enhancement business requirements, and lead the effort to develop and implement those enhancements. Provide clarification of technical and programming requirements to project managers, and business analysts to ensure the system meets project goals, objectives, and user specifications. Ensure that ADU standards are met by performing code reviews.

Working Conditions

The Sacramento office is located in a convenient midtown location within walking distance to light rail, restaurants, Capitol Park, and the Golden 1 Center. DBO anticipates moving their Sacramento office to the north Natomas area within the next 6 months.

The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge of C# and ASP.Net;
• Knowledge of Microsoft SQL Server; the ability to write complex TSQL queries; and build store procedures and functions;
• Knowledge of SQL Server Reporting Services, including Report Designer, Report Builder and Business Intelligence reporting tools and implementing Report Models;
• Experience in Business Intelligence development and implementation, data architecture, database administration relational structures, dimensional data modeling and structure query language skills and reporting techniques;
• Knowledge of Microsoft Dynamics CRM 2016 or newer; and
• Knowledge of XML. Ability to create XML schemas, XML Data loading and XML validation using SQL Server Intergration Services (SSIS).
