Job Description and Duties

The Department of Business Oversight is recruiting for one permanent, full-time Information Technology Specialist II position in the Information Technology Unit. Position to be located in the Sacramento office. This recruitment may be used to fill subsequent vacancies of these positions in DBO within the next 180 days. 

Under the general direction of the Information Technology Manager I (Chief Enterprise Architect), the Information Technology Specialist II (Enterprise Architect) is responsible for developing, maintaining, and evolving the enterprise architecture, which comprises business, data/information, technical, and solution architecture viewpoints, for the Department of Business Oversight (DBO). The duties for this position are focused in the Business Technology Management and Software Engineering domains; however, work may be assigned in other domains as needed.

Enterprise Architecture Project Assurance
• Develops, maintains, and matures the EA Assurance Processes.
• Lead analyst for architectural aspects of development, design and production of projects, initiatives and work efforts to ensure they align with enterprise architecture policies, principles, standards, frameworks, reference architectures, and requirements.
• Develops business and architectural models, drawings or other visual aids with enough specificity and detail needed to make decisions and guide implementation teams.
• Defines and designs business capabilities, functions, processes, and organizational structures.
• Performs technical assessments and assists in the development and review of Project Approval Lifecycle (PAL) documentation and other IT business and technical documentation.
• Works in conjunction with business to develop solutions that adhere to modular development and enterprise service model. This includes doing product research, demos, and analysis with the DBO program areas.
• Performs as the lead architect in the assessment of a project’s architecture feasibility, as well as implementation benefits and risks to ensure DBO’s target architecture maturity.
• Maintains knowledge of all the different aspects of enterprise solutions and a robust knowledge of the department’s Business Processes, Current State (As-Is) and Future State (To-Be) architectures.

Enterprise Architecture Service Maturity
• Works with the EA chief to develop and mature the department’s Enterprise Architecture unit.
• Performs the most complex analyses, documentation and resolution of enterprise level business issues, processes, mandates and requirements to resolve enterprise service issues.
• Facilitates the alignment and adoption of DBO’s EA unit and principles.
• Communicates EA principles and works with executives, project members, development staff and stakeholders.
• Maintains professional relationships with business partners to identify and access IT business needs.

Supports Enterprise Architecture Unit
• Promotes the growth and maturity of the EAU program to deliver business value and insure program stainability.
• Participates in Department, Agency and State workgroups, communities of interest and governance bodies to help advance architecture principles, standards and frameworks.
• Maintains knowledge of the State’s direction in project development and Enterprise Architecture.
• Maintains expert knowledge of industry best practices and trends for emerging technologies, IT application development methodologies, programming languages and infrastructures.

Working Conditions

The Sacramento office is currently located in a convenient midtown location within walking distance to light rail, restaurants, Capitol Park, and the Golden 1 Center. DBO anticipates moving their Sacramento office to the north Natomas area within the next 5 months.

Department Information

The Department of Business Oversight (DBO) protects consumers and oversees financial service providers and products. The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DBO licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. Desirable Qualifications

• 3 years’ experience as an Enterprise Architect
• Experience developing and implementing Enterprise Architecture Framework
• Experience performing technical product reviews to assess and recommend alternative IT solutions
• 3 years’ experience developing Enterprise Architecture models, diagrams, and visuals
• Experience developing IT policies and procedures
• Experience with Information Technology Infrastructure Library (ITIL)
• 2 years’ experience in Stakeholder Management
• 2 years’ experience in Organizational Change Management (OCM)
• Ability to create and deliver presentation materials to technical and non-technical staff, management and stakeholders
• Experience performing analysis, development or testing of Customer Relationship Management (CRM) solutions
• Knowledge of California Department of Technology and the California Enterprise Architecture Community
