Job Description and Duties

The Department of Business Oversight is recruiting for one limited term (12-24 months), full-time Associate Governmental Program Analyst position in the Division of Corporations, Financial Services Office, Student Loan Servicing Unit. The position wiil be located in the Sacramento office. This recruitment may be used to fill subsequent vacancies of these positions in DBO within the next 180 days. This position has the possibility of becoming permanent.

Under the general supervision of a Financial Institutions Manager, the AGPA independently conducts a review and determines compliance with requirements under the California Student Loan Servicing Act.

Monitors National Mortgage Licensing System (NMLS) advance change Notice and Amendments. Sends out background check requirements and fingerprint cards to any new control persons. Notifies Financial Intuitions Manager (FIM) of any new company or branch applications. Updates Student Loan Servicing (SLS) data base for any changes. Provide FIM with bi-weekly Licensing Deficiency Reports.

Performs independent analysis of NMLS licensing applications data to prepare various monthly aging reports for the Financial Intuitions Manager. Assists with SLS processing Annual Audit Financial Statement received through NMLS by reviewing for compliance with the Financial Code. Provides guidance to licensees regarding filing of their reports or requests for extensions, performs independent analysis on the status of annual report “non-filers” and “late filers” for referral to enforcement and assessment of late penalties.

Working Conditions

The Sacramento office is currently located in a convenient midtown location within walking distance to light rail, restaurants, Capitol Park, and the Golden 1 Center. DBO anticipates moving their midtown office to the north Natomas area within the next 3 months. The north Natomas office offers FREE PARKING, is easily accessible from INTERSTATES 5 and 80, and is also close to various dining and shopping choices in the Natomas area.

Department Information

The Department of Business Oversight (DBO) protects consumers and oversees financial service providers and products. The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DBO licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. This position requires incumbents pass a Background Investigation prior to being hired. The Background Investigation may include Criminal Background, Fingerprinting, and a review of any governmental records. In addition, other available sources of background information may be reviewed prior to appointment.
