Job Description and Duties

The Central Valley Flood Protection Board (CVFPB) is a regulatory agency underneath the umbrella of the California Natural Resources Agency and is a sister agency to the Department of Water Resources (DWR).  While DWR advertises vacancies on our behalf, we are separate from DWR, with our own critical roles and responsibilities.  CVFPB is a legislatively mandated permitting and enforcement entity, charged with overseeing flood project construction and public safety within the Central Valley floodways and levee systems, as well as with the review, adoption and implementation of the Central Valley Flood Protection Plan.  More information about the CVFPB organization and mission may be viewed at http://cvfpb.ca.gov.

 

CVFPB is seeking Engineer, Water Resources candidate for the exciting opportunity to join our Sacramento Levees Section (SLS) team.  Under the direction of the SLS Chief, the team member will be responsible for Enforcement, Inspection, and Permitting duties which fall under the jurisdiction of the CVFPB.  Some of these duties may include site inspection, background research, preparation of enforcement case documents, communication with property owners, reviewing plans and specifications submitted by applicants for encroachment permits, and modifications to adopted plans of flood control system.  All duties within this position, including field inspections will provide technical analysis and recommendations to the Board for regulatory; technical, enforcement, real estate, and environmental staff to ensure encroachment and levee systems are in compliance with permit conditions and California Code of Regulations, Title 23, Division 1 (Title 23).  The engineer will be responsible for compiling data, writing reports, and presenting to staff and the Board at public meetings. 

 

Site visits to project locations may require long distance travel on public roadways and/or in remote areas or on uneven terrain.

Special Requirements

A valid Class C California Driver's license to perform project visits.  Travel may include driving a vehicle on public roadways, in remote areas, or on unpaved and uneven terrain. Must have the ability to ascend and descend embankments typically up to a 2 to 1 slope. Must be able to work in adverse conditions that may include heat, cold, wet, windy, and muddy conditions.  Must be able to stoop, bend, climb, and crawl; grasp with both hands; put arms overhead and to the side while holding objects.   Must be able to move heavy objects, walk through mud and water, work in cold and hot conditions and potentially stay on duty for extended periods of time.

Applicants should have knowledge of general engineering and construction methods and practices, be able to problem solve at times with limited direction, have excellent written and oral presentation skills, knowledge of a variety of software tools including MS Office and MS Access, GIS and GPS applications, ability to quantitatively support recommended alternatives, be able to deliver assignments on time and with excellent quality.
