Job Description and Duties

Under the general supervision of the Staff Services Manager I, the Staff Services Analyst composes language primarily for commendatory resolutions, as requested by Members of the State Legislature. Commendatory resolutions recognize individuals or organizations, call attention to special events, express sympathy on the death of a person, or recognize days, weeks, or months as representative of some activity or cause serving a legislative purpose and are presented at local, state, national, and international levels. This position requires overtime work on short notice, weekends, and holidays during busy periods of the legislative calendar.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide legal services and information technology support services to the State Legislature. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. This position is located in the heart of downtown Sacramento. OLC employees are excluded from collective bargaining and, therefore, receive enhanced benefits and do not contribute fair share.

Your Expertise

Ability to effectively research and analyze important factual data from various sources for inclusion in formal draft

Excellent reading, writing, and editing skills and knowledge of English language rules of composition and grammar

Experience in drafting professional documents and conforming to a specific writing style

Ability to reason logically and successfully apply critical thinking skills in order to present information and findings with a high level of attention to detail

Proficiency operating information technology programs used in an office setting

Ability to work both independently and in a team environment and to deal tactfully with and maintain cooperative relationships with all persons contacted in line of work  


Your Responsibilities

Investigate and analyze facts and documents provided by Members of the State Legislature to compose drafts of professional, technically accurate, appropriate, and grammatically sound commendatory resolutions

Perform research necessary to gather critical information on the subject matter, legislative purpose, and constitutionality of the resolution

Use appropriate information technology resources, including web browsers, Microsoft Word, and OLC Legal Services specialized software, to research information, draft resolution language, track requests, and communicate with clients

Work effectively under strict time constraints to prepare final products that require little to no editing while independently prioritizing ongoing workload

Approve and edit work completed by other writers, checking drafts against information submitted to ensure factual accuracy as well as grammatical soundness

Contribute to the updating and creation of draft templates

Communicate with Legislators and their staff, including by telephone and email, on the status of resolution requests and make recommendations on resolving problematic issues

Coordinate with other members of the Resolutions Unit and support staff to ensure efficient and timely completion of work
