Job Description and Duties

The California Energy Commission seeks a Senior Mechanical Engineer in the Standards Compliance Office of the Efficiency Division.   

Under the general direction of the Energy Resource Specialist III (Managerial) in the Standards Compliance Office of the Efficiency Division, the incumbent serves as a senior member of the Standards Compliance team to implement and administer programs to increase Building Energy Efficiency Standards (Energy Code) compliance in residential and nonresidential newly constructed and existing buildings. The incumbent provides technical leadership, direction, and coordination for interdisciplinary teams and assists with compliance and enforcement program planning and implementation. The incumbent will perform the most difficult and complex engineering work related to estimating energy use, identifying efficiency potential, and serve as the lead technical mechanical engineering resource for energy efficient design, technology, and construction of new and existing residential and nonresidential buildings.

Working Conditions

Typically, work is performed indoors in an office setting under fluorescent lighting. Regular and consistent attendance is essential to the successful performance in this position. Occasional travel may be required. Due to the COVID-19 pandemic, in the near-term, work is performed in a telework environment and may return to an office environment at some time in the future. It may require standing and walking, as well as sitting for long periods. In the future, some travel may be required to attend off-site meetings or participate in conferences, workshops, and hearings. Additional hours beyond an eight-hour workday or 40-hour workweek may be required. While performing the duties described below, the incumbent will be required to work alone and/or in a team environment, using a personal computer and appropriate CEC remote/telework tools such as Microsoft Office 365 (Word, Excel, PowerPoint, OneDrive, SharePoint, Teams), AWS Chime, Zoom, and Internet browsers. Video participation is encouraged.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: • Proficiency in making complete designs, construction drawings, and specifications for mechanical systems in buildings, including but not limited to, heating, ventilating, air-conditioning, refrigeration, plumbing, water systems. • Possess knowledge of materials and maintenance costs in connection with mechanical installations and prepare cost estimates for mechanical installations. • Experience conducting inspections and making independent surveys of installations, repairs and improvements of mechanical systems in buildings. • Familiarity with techniques of project management and a demonstrated ability to get along with individuals whose analysis may represent differing conclusions or contrary opinion. • Extensive knowledge of various codes and safety orders and regulations governing the design and installation of mechanical equipment, including California’s Building Energy Efficiency Standards, compliance processes, current field verification programs, and enforcement mechanisms. • Demonstrated ability to provide technical leadership, direction, and coordination for interdisciplinary teams and assists with compliance and enforcement program planning and implementation. • Ability to represent the Division in meetings and/or workshops with agencies, interest groups/public as well as public meetings, conferences and hearings sponsored by assigned Committees/Commission. • Excellent writing, editing, communication, and organizational skills. Knowledge and understanding of the fundamentals of building and permitting processes.
