Job Description and Duties

The mission of IBank is to finance public infrastructure, private development, and economic expansion, help businesses create and retain jobs and encourage investment into low-to moderate-income communities to promote economic growth, revitalize communities, mitigate climate change and enhance the quality of life throughout California. IBank has broad authority to issue tax-exempt and taxable revenue bonds, make loans, provide credit enhancements, and issue small business loans and loan guarantees to leverage state, federal, local and other funds. IBank has participated in the issuance of approximately $40 billion of bonds in the public capital markets since 1995, has provided approximately $800 million of direct loans to local and state governments and guaranteed over $3 billion of loans to small businesses.  IBank is governed by a five-member board of directors (Board) that consists of the Director of the Governor’s Office of Business and Economic Development (GO-Biz), the Director of the Department of Finance, the State Treasurer’s Office, the Secretary of the Transportation Agency and an appointee of the Governor. The business and affairs of IBank are directed by the Executive Director that is appointed by the Governor subject to Senate confirmation.

Under the general direction of the Executive Director, the Chief Credit Officer is responsible for managing all credit underwriting and servicing activities of the Infrastructure State Revolving Fund (ISRF) Program, the Bond Unit Program (Bond), the California Lending for Energy and Environmental Needs (CLEEN) Program, the Small Business Finance Center (SBFC), the Climate Catalyst Revolving Loan Fund (Catalyst) and any and all new IBank programs (New Programs) that have a credit component.  IBank’s ISRF, Bond, CLEEN, SBFC, Catalyst and New Programs (collectively, Credit Programs) provide loans, bonds, guarantees and other financing and credit enhancements to state and local governmental entities, non-profits, private sector businesses and conduit borrowers.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

    • Experience and expertise as a debt issuer to the public market
    • Experience leading a team of finance professionals
    • Experience and demonstrated ability to underwrite municipal financial transactions and to gauge the credit quality of a potential borrower
    • Experience participating in financing transactions, in particular for infrastructure and/or economic developments projects

    Examination Information

    This examination consists of an evaluation of your Statement of Qualifications (SOQ) using pre-determined criteria based on the minimum and desirable qualifications for the position. The SOQ should include detailed and concise information specifically addressing how the candidate's education, training, experience, and competencies relate to each of the items listed.

    Applicants who fail to submit the SOQ may be eliminated from the examination process.

    Your SOQ must be no longer than 3 pages and provide responses and specific examples for each item listed below to be considered for the position: 

    1. Describe your level of experience and expertise as a debt issuer to the public market
    2. Describe your experience leading a team of finance professionals
    3. Describe your experience and ability to underwrite municipal financial transactions and to gauge the credit quality of a potential borrower
    4. Describe your experience participating in financing transactions, in particular for infrastructure and/or economic developments projects
    5. Describe how your education and background have prepared you to be a Chief Underwriter

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
