Job Description and Duties

California Energy Commission seeks an Energy Resources Specialist III(Supervisory) (ERS III (S)) in the Local Assistance and Financing Office of the Renewable Energy Division. The California Energy Commission’s Renewable Energy Division is in search of qualified candidate(s) to lead programs shaping California's clean energy future. Under the general supervision of the Energy Resources Specialist III (Manager), the ERS III (S) supervises a team of professional staff developing and implementing grant, loan, and technical assistance programs. The ERS III (S) is a critical team member leading staff implementing current programs and designing new grant programs. The successful candidate must have experience in grant programs, public outreach and education, supervision or leadership of staff teams.

Working Conditions

Due to the COVID-19 pandemic, the majority of the duties will be performed in a telework environment, but may return to an office environment in the future. Regular and consistent attendance is essential to the successful performance in this position. Occasional travel may be required.

Statement of Qualifications

A “Statement of Qualifications” is required and must provide a narrative discussion of the candidate’s education and experience that would qualify them for the position. Each candidate’s Statement of Qualification is not to exceed two pages, single spaced, no smaller than 12 point font and must clearly and concisely identify experience in each of the questions listed below in order. 1. Describe your experience working with funding programs including grant, loan, and incentive programs. Include a description of the specific tasks you completed including program design, development of program tools and materials, management of active participation agreements (grants, loans, or other), and evaluation activities.
2. Describe your experience developing and implementing strategic communication and outreach plans, including but not limited to plans developed for grant programs.
3. Describe your experience leading and managing staff teams in the public sector. Include information on your management approach and experience that demonstrates your ability to manage, mentor and motivate subordinate support and address performance issues.

Salary Reduction Notice

Salaries do not reflect the reduction of pay. Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020). For Fiscal Years 2020-21, employees will participate in the PLP 2020 and be credited (16) hours per month of PLP hours in return for reduction of pay equal to 9.23%. Part time employees shall be subject to the same conditions as stated above, on a pro-rated basis.
