Job Description and Duties

Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours per month of the Personal Leave Program 2020 (PLP 2020).

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

The Animal Health and Food Safety Services Division is looking for a veterinarian to manage the Animal Health Branch at the California Department of Food and Agriculture. The Branch is the State’s organized professional veterinary medical unit that implements programs which protect California livestock industries, consumers and the economy from catastrophic animal diseases or other health and agricultural problems. The Branch is composed of ninety-six (96) professionals including twenty-nine (29) veterinarians and sixty-seven (67) inspectors, analysts and support staff organized into four (4) district offices and headquarters in Sacramento.

The Branch Chief is responsible for programs including equine medication monitoring at events and public auctions, foreign animal disease investigations, emergency livestock and poultry disease preparedness and response, emergency response to animal needs during disasters, livestock movement monitoring, and regulated livestock and poultry disease surveillance, prevention and control. The Branch Chief makes policy decisions in conjunction with the State Veterinarian, represents the Department in interagency and national forums, and ensures the Branch programs are aligned to optimally protect animal health, public health and the environment. The Branch Chief works closely with five (5) industry advisory committees and the California Animal Health and Food Safety Laboratory System. Besides policy and program function and effectiveness, the manager is responsible for sound administration of a $16.3M budget including general, fee derived and federal funds.

Working Conditions

The duties of this position are mostly conducted indoors, however incumbent may occasionally be required to work outside and under difficult conditions.

Travel (including nights, weekends and holidays) for extensive periods may be required during an emergency response. During emergency response periods, duties may require working long shifts at hours other than the normal work hours.

Indoor activities may include:

• Operating a computer with various software programs, including e-mail and word processing.

• Entering data in a computer database.

• Operating a telephone, facsimile, calculator, and copier.

• Operating various filing drawers and bins.

• Processing paperwork and samples.

Outdoor activities may include:

• Working in livestock facilities at various locations including saleyards and milking parlors.

• Inspecting livestock at farms, ranches, and saleyards or other livestock facilities.

• Taking samples from livestock at farms, ranches, saleyards or other livestock facilities.

• Frequent travel by State vehicle or other modes of transportation to various locations in California.

The incumbent may encounter:

• Confrontational, unfriendly, or irate individuals.

• Quickly moving heavy gates.

• Stampeding livestock.

• Crowded milking parlors.

• Heavy machinery.

• Extremes in temperature.

• High levels of noise.

• Various unpleasant odors.

• Sick and diseased animals.

Department Information

The Animal Health Branch (AHB) is the State’s organized, professional veterinary medical unit that protects California’s public health, animal agriculture, and economy from catastrophic animal diseases and other health or agricultural problems. The Branch addresses diseases and other problems that require statewide coordinated resources, implements programs that protect California’s public health and animal agriculture, and ensures the availability, affordability, and wholesomeness of food.


Special Requirements

Valid license issued by a state Board of Examiners in Veterinary Medicine to practice as a Doctor of Veterinary Medicine and a valid California Driver License.
