Job Description and Duties

Under the direction of the Staff Services Manager I and/or Staff Services Manager II over the California Hub for Energy Efficiency Financing (CHEEF), the Program Analyst will act independently in developing, expanding, and implementing various programs, policies, and operating procedures relating to the CHEEF programs of CAEATFA.

The CHEEF is a collaboration with the California Public Utilities Commission (CPUC), funded with $75 million of investor-owned utility (IOU) ratepayer funds, to establish a centralized platform for private capital providers to increase access to and improve the terms of private capital financing for energy efficiency retrofits through credit enhancements and on-bill repayment functionality. This position may require travel once or twice a month on day or overnight trips, when in-person meetings and conferences resume and travel is safe to undertake.

The California Advanced Transportation and Alternative Energy Financing Authority (CAEATFA) has an opening for an Associate Governmental Program Analyst in the California Hub for Energy Efficiency Financing (CHEEF). The CHEEF is an innovative public-private partnership administered by CAEATFA, designed to leverage private capital to help Californians make their homes and businesses more comfortable and efficient. The CHEEF will host the first open-market financing and on-bill repayment energy efficiency program across multiple industry sectors in the nation. Statement of Qualification Instructions

Candidates are required to submit a Statement of Qualifications (SOQ) in addition to completing an Examination/Employment Application (STD 678). The SOQ serves as a documentation of your ability to present information clearly and concisely in writing and should be no longer than two pages using no smaller than 11 point size font. Energy Efficiency (EE) has not provoked the same excitement and appeal for homeowners or investors as solar, despite the potential for EE projects to generate a stream of energy and cash savings. Why do you think that is? What are the perceived and actual differences between solar and EE? What are the implications of this for the CHEEF programs?
  2. Please describe your experience with breaking down and presenting highly complex information for other users.
