Job Description and Duties

We are seeking an experienced professional with integrity and strong accountability to serve as the Department of Health Care Services’ (DHCS) newly-created Chief Quality Officer and Deputy Director for Quality and Population Health Management. DHCS is one of the largest and most impactful health care organizations in Californiawith approximately 4,000 employees and an annual budget of about $115 billion federal, state General Fund, and special funds.This position serves as a member of DHCS Executive Staff and is a gubernatorial appointment (pending Governor’s Office approval).

The successful candidate is a resilient leader and effective motivator who will demonstrate and instill a strong sense of accountability for the important work of DHCS. Someone who is a strong collaborator, skilled communicator and has expertise in change management. This position is also an integral component in the formulation of policies that drive DHCS initiatives toward achieving its goals.DHCS finances and administers a number of individual health care service delivery programs, most prominently, Medi-Cal.

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the State of California implemented the Personal Leave Program 2020 (PLP 2020).  As a result, full time DHCS positions are subject to a 9.23% reduction in pay, in exchange for 16 hours PLP 2020 leave credits.  Part time and intermittent position compensation will be on a pro-rated basis.
