The Division of Legislative Affairs is looking for a Staff Services Manager I (Specialist) to join our dynamic and highly visible team as a Legislative Liaison. Qualified candidates will have a broad knowledge and understanding of the organization and functions of California State Government, including the organization and practices of the Executive Branch and a department’s role within the Executive Branch.


The Legislative Liaison will lead changes related to emerging issues in transportation policy. The liaison will be responsible for independently managing core legislative functions, potentially including legislative proposals; inquiries and formal correspondence; hearings; outreach; and reports. The liaison will manage a portfolio of legislation, including negotiating legislation; representing Caltrans’ policies and views to the Governor’s Administration and external stakeholders; and identifying the impacts of legislation on departmental operations and the state transportation system through the lens of the Department’s mission, vision, values, and goals. The selected candidate will lead research and analysis of the department’s most complex and sensitive legislative issues. The liaison will prepare concise written reports, including analyses, white papers, and policy papers, that identify the issues and provide clear recommendations to Caltrans’ Directorate, the California State Transportation Agency, and the Governor’s Office. Excellent analytical, written, and verbal communication skills are required.

Working Conditions

While at their base of operation, employee will work in a climate-controlled office under artificial lighting. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.  The work environment is fast-paced, busy and requires considerable flexibility in managing time, priorities, and assignments.  It can be demanding and/or stressful.  The incumbent will be using a keyboard/mouse and video display monitor.

Frequent walking trips to the Capitol and nearby offices are required.  Some travel may be required therefore, the incumbent must be able to travel using a car or commercial transportation.  New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
