Job Description and Duties

Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours per month of the Personal Leave Program 2020 (PLP 2020).

The Department of Food and Agriculture (CDFA) Office of Information Technology Services (OITS) IT CalCannabis Systems Support Section is seeking a conscientious professional with a proven record as an Administrative Analyst with experience with contract and procurement development, contract and vendor management, legislative analysis and financial management.

CDFA is responsible for establishing, maintaining, and supporting IT solutions for the CalCannabis Cultivation Licensing Division (CalCannabis) which licenses cultivators and tracks cannabis through the supply chain from cultivator through to retailers. To accomplish this, CDFA has deployed two technology solutions: the Cultivation Licensing System and the California Cannabis Track and Trace (CCTT) system.

Under direction of the Information Technology Supervisor II (IT Sup. II), the IT Specialist I (IT Spec. I) is responsible for supporting CDFA’s IT CalCannabis System Support Section. The incumbent will perform the role of Administrative/Legislative Analyst for the CCTT and Licensing systems, and be responsible for performing contract and procurement development, contract and vendor management, legislative analysis and financial management.

Position exists in downtown Sacramento. CDFA’s Headquarters office is located at 1220 N Street, Sacramento, California.

Working Conditions

The duties of this position are primarily conducted indoors in an office environment. The incumbent will have a workstation with modular furniture, an adjustable rolling chair, a computer with various software programs, a telephone with voicemail, and stationary filing drawers and bins. The position requires the ability to sit for extended periods of time and operate a personal computer utilizing a mouse and keyboard.

The incumbent must be able to give presentations, participate at meetings, and interact with other staff. They must also be able to: push buttons on a keyboard, calculator, photocopy machine, facsimile machine, and telephone; grasp papers, small objects, and manuals; access upper and lower files and cabinets; and exert up to 50 lbs. of force occasionally and/or a negligible amount of force frequently in order to move or position objects.

Travel to various CDFA facilities and sites throughout the state as needed using various means of transportation systems; overnight stays and weekend and off-shift work may be required.

Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information

The Office of Information Technology Services (OITS) is responsible for the oversight and management of all information technology and telecommunications activities including, but not limited to, information technology, information security, and telecommunications personnel, contractors, systems, assets, projects, purchases, and contracts. OITS is tasked with ensuring compliance with state information technology policy and conformance to state information technology and telecommunications policy and enterprise architecture. The range of services that OITS provides encompasses the areas of Technology Governance, Applications Development Services, Customer Support and Services, IT Infrastructure Operations, Enterprise Architecture, Procurement, and Information Security. OITS provides IT services to over 2,000 employees in eight major program areas as well as executive and administrative staff distributed over 100 locations throughout the state.

Special Requirements

A Statement of Qualifications (SOQ), in the form of a Supplemental Questionnaire, is REQUIRED. The Supplemental Questionnaire will be considered the first phase of the hiring process for this position. If your qualifications are competitive, you will be invited to an interview. The Supplemental Questionnaire must be typed, no more than two pages in length, not less than 12-point font, single-spaced, with margins not less than one inch, and include your first and last name at the top of each page. Each response must be numbered based on the following prompts and must include information that fully addresses each prompt in its entirety.

1. Please describe an experience you had that you consider your most difficult challenge managing an IT contract. What was the situation? What did you have to do that was challenging? What was the outcome? What would you do differently?

2. Describe a situation where you were tasked with developing a Statement of Work or other contract/procurement documentation that may not have met the business need once completed. What was the nature of the discrepancy? What steps did you take to mitigate the issue in the future? Cite examples.

3. Describe the depth and breadth of your experience performing continuous monitoring, research and analysis of pending legislation necessary to estimate the impacts on Information Technology systems, costs and operations of Information Technology Support.
