Job Description and Duties

California Energy Commission seeks a Data Pipeline Developer in the Energy Data and Analytics Office.  

The Energy Data and Analytics Office is responsible for organization-wide infrastructure, tools, automation, security, and governance required to effectively manage and analyze the Commission’s data assets. The office leads the Commission’s current efforts to modernize all aspects of data handling and analysis, including utilizing cloud computing resources, implementing standardized and automated data pipelines, enhancing the accessibility and quality of Commission data for both internal and external users, and adopting modern data science tools and software.

A Data Pipeline Developer develops and maintains data pipelines, relational data models, and data views to efficiently ingest, process, validate, format, store, and query structured, semi-structure, and unstructured data. Developers are technically skilled at various data engineering tasks and able to creatively address new data integration challenges ranging from scraping small public data sources to working with the Commission’s own terabyte-scale datasets. They do not conduct analyses requiring advanced knowledge of statistics or energy policy. Applicants should enjoy problem solving, learning, automation, big data, and the challenges of efficiently moving, processing, and serving data.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Must have experience manipulating data with an object-oriented programing language and querying relational data with Structured Query Language (SQL).
  • Must have knowledge of basic data structures and formats, including the design of relational table structures.
  • Prefer experience with a data integration (or data pipeline) tool or service.
  • If not experienced with our current technology stack, should be willing and able to learn. This includes Amazon Web Services (primarily Amazon S3, EC2, and minor services), Talend Data Integration, Python or Java, and a Snowflake data warehouse.

Statement of Qualifications

When completing the SOQ, be sure to title the page “Statement of Qualifications” and include all relevant experience, education, and training for each question below and explain your answers thoroughly. Please include relevant places of employment, pertinent dates, duties performed, etc. when responding to each question.   2. Describe your experience working with relational data, including normalizing data into relational table schemas and querying or manipulating data using Structured Query Language.
  3. Describe a challenge you faced in cleaning a messy or complex dataset and how you overcame it.

Salary Reduction Notice

Salaries do not reflect the reduction of pay. Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020). For Fiscal Years 2020-21, employees will participate in the PLP 2020 and be credited (16) hours per month of PLP hours in return for reduction of pay equal to 9.23%. Part time employees shall be subject to the same conditions as stated above, on a pro-rated basis.
