The Business & Tax section (B&T) is looking for an experienced Associate Governmental Program Analyst (AGPA) to join our team!
B&T represents state agencies in all phases of civil litigation in state and federal courts, including discovery, pretrial motions, trial, and on appeal. We also represent client agencies in bankruptcy matters around the country. The section's major clients include the California Department of Tax and Fee Administration, Franchise Tax Board, Employment Development Department, State Bord of Equalization, Department of General Services, Department of Insurance, Department of Technology, Department of Financial Protection and Innovation, and Department of Real Estate. Many cases present complex questions of first impression regarding constitutional rights or statutory interpretation with many millions of dollars in state revenue at stake. Fully staffed, the team includes 31 lawyers statewide, including four SDAGs and a SAAG.
B&T is seeking an organized, curious, and creative person with strong analytical and planning skills who is interested in learning how a section operates and working with the SAAG and SDAGs to improve operational efficiency, performance, and the work experience by creating and improving systems. The successful candidate will be able to work easily and collaboratively with everyone in the section, other parts of the office (especially LAO, CMS, CJIS and Civil Division Executive Staff), and clients. The successful candidate will have experience making proposals for change based on research and analysis, both orally and in writing, that are logically organized, clearly expressed, and concise. The successful candidate will not just do what is asked, but also look for opportunities and come up with ideas to assist in other ways.
An AGPA in B&T is expected to work independently, provide statistical and analytical reports including analyzing, reviewing, and managing programs; develop proposals related to complex fiscal and policy matters, including budget and legislative proposals; develop and manage the statistical workload of the section to ensure compliance with periodic reporting requirements, including timekeeping, billing, performance evaluations, contracts, and equipment; acting as a liaison with other departments, both internally and externally; and working independently with recruitment, training, and retention. Some paralegal work, such as assisting DAGs with remote appearances, may also be required. Some travel may be required.
