Job Description and Duties

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the Department of Human Resources implemented the Personal Leave Program 2020 (PLP 2020). State employees are subject to a 9.23% salary reduction in exchange for 16 hours per month of PLP 2020 leave credits. The salary information listed under “Position Details” does not reflect the reduction in pay.

The Department of Financial Protection and Innovation is recruiting for one
permanent, full-time Senior Accounting Officer position in the Administration Division, Fiscal Management Office, Accounting. Position to be located in the Sacaramento office. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Under general direction of the Accounting Administrator I (Supervisor) of the Cash Management and Accounts Receivable Unit, the Senior Accounting Officer (Specialist) works at professional level to maintain various types of accounts receivable and cash records; performs the more difficult accounting duties which require an understanding of the entire accounting process and Generally Accepted Accounting Principles. This position requires extensive use and knowledge of automated accounting systems and knowledge of the more complex governmental accounting principles and procedures. The incumbent must also exhibit strong accounting skills to reconcile manual and automated accounting data using spreadsheet applications.

The incumbent must have excellent attendance, punctuality, dependability, and show initiative in making work improvements, identifying, and correcting errors, and initiating work activities. Incumbent needs to be flexible and adaptable to frequent workload changes based on organizational priorities and work under pressure for time-sensitive, high priority projects.

The incumbent will act in a lead capacity and serve as a Subject Matter Expert for the Financial Information System for California (FI$Cal). A comprehensive knowledge of State Administrative Manual (SAM) is necessary to effectively perform the duties of this position.

The incumbent may have considerable contact with Budget Unit, departmental programs, and state control agencies.

Department Information

The Department of Financial Protection and Innovation (DFPI) (formerly Department of Business Oversight) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.
