Job Description and Duties

California Energy Commission’s Fuels and Transportation Division seeks an Energy Commission Specialist I in the Transportation Policy and Analysis Office.  

Under the supervision of the Energy Resources Specialist III (Supervisory) in the Transportation Planning and Analysis Unit, the incumbent may serve as a lead technical staff person for clean transportation infrastructure analysis and related activities by performing complex technical and analytical tasks. The incumbent will work independently and in teams. They will use scientific principles to evaluate transportation infrastructure issues in support of tasks called for under Assembly Bill 2127 (Ting, Statutes of 2018) and Executive Order N-79-20. The incumbent will support the responsibilities of the Energy Commission and its partners via workshops and other outreach, technical analysis, quantitative modeling, managing funding agreements, and creating technical reports and issue papers. The incumbent will help identify, assess, and prioritize cost-effective strategies and key performance indicators for achieving the goals of the Clean Transportation Program. The incumbent will establish working relationships with other government agencies and industry stakeholders to ensure that the California Energy Commission and its Clean Transportation Program have access to the most current market and technology information as a basis for its analyses and policy decisions.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of zero-emission and alternative fuels, including both vehicle and fueling infrastructure technologies.
  • Knowledge of transportation market evaluation factors and methods.
  • Knowledge of private sector, public policy, and environmental issues related to alternative transportation fuels, technologies, and infrastructure development.
  • Knowledge of economic cost-effectiveness, cost-benefit, and quantitative analysis methods.
  • Familiarity with quantitative modeling methods and tools, such as the Electric Vehicle Infrastructure Projections Tool (EVI-Pro).
  • Skill in making presentations and effectively interacting with internal and external stakeholders.
  • Strong writing skills.
  • Ability to interact will all levels of technical staff, management, and Commissioners.
  • Ability to assume a lead position in a team environment.

Salary Reduction Notice

Salaries do not reflect the reduction of pay. Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020). For Fiscal Years 2020-21, employees will participate in the PLP 2020 and be credited (16) hours per month of PLP hours in return for reduction of pay equal to 9.23%. Part time employees shall be subject to the same conditions as stated above, on a pro-rated basis.
