Job Description and Duties

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the Department of Human Resources implemented the Personal Leave Program 2020 (PLP 2020). State employees are subject to a 9.23% salary reduction in exchange for 16 hours per month of PLP 2020 leave credits. The salary information listed under “Position Details” does not reflect the reduction in pay.

The Department of Financial Protection and Innovation is recruiting for one permanent, full-time Senior Financial Institutions Examiner position in the Division of Financial Institutions, Banks Office. Position to be located in the San Francisco office. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Under the general direction of the Financial Institutions Manager (“Manager”, “FIM”), the Senior Financial Institutions Examiner (“Senior”, “SFIE”) is the advanced journey or expert level of the series. The SFIE Conducts examinations of the departments, divisions or units of a licensee and/or affiliates, including the most complex or conducts examinations of the largest and most complex operations of a licensee. Prepares examination reports that accurately communicates examination findings and the financial condition of the licensee. Writes comments and edits and coordinates the report comments of other examiners. Evaluates and determines compliance with applicable laws and regulations.

Working Conditions

The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants.

Regular overnight travel is required for this position. Travel is done primarily by automobile, which could generally be up to an average of a 100-mile radius from the employee’s San Francisco headquartered office. However, on occasion travel to another region of the state could be required and air transportation and rental vehicle would be necessary. In very rare instances, out of town travel can be up to 8 weeks, returning home for weekends with 3 weeks considered average length of time to conduct onsite examinations.

Department Information

The Department of Financial Protection and Innovation (DFPI) (formerly Department of Business Oversight) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.   • Communication Skills: Experience working with external and internal customers, organizing meetings: including minutes, agencda, etc., composing letters, preparing reports and delivering oral presentations.

SFIE Eligibility

Applicants will need to take and pass the online SFIE exam/assessment to be eligible to apply for vacant SFIE positions. To be admitted into the SFIE exam/assessment, applicants must meet the minimum qualifications of 1.) One year of experience in California state service performing the duties of a class at a level of responsibility equivalent to that of a Financial Institutions Examiner, Range C or 2.) Four years of increasingly responsible experience in professional auditing or examination of financial institutions, business firms, or services. (Experience in California state service applied toward this requirement must include two years performing the duties of a class at a level of responsibility equivalent to that of a Financial Institutions Examiner, Range C); And Education: Equivalent to graduation from college with a specialization in accounting, business administration, economics, finance, or a related business/management specialization.
