Job Description and Duties

Under direction of the Information Technology Manager I (ITM I), SINS Support Section, the IT Sup II is responsible for planning, organizing, and directing the activities of the SINS (Statewide Investigative Networking System) Program Support Section – SINS Program Support Unit, and the California Prescription Drug Monitoring Program (PDMP) Application Development and System Support Unit. The incumbent will direct and manage the activities of the SINS Program support and reporting staff responsible for client application support, and development of various reports for SINS management and SINS clients. This is in part done by staffing and managing staff that support the SINS Client Services, which is the first point of contact for SINS clients. In addition, by providing business analysis, application architecture, application design, application development, training, implementation, maintenance and operations, coordination and planning of activities with the SINS Applications Section Manager, SINS clients, DOJ Management, local, federal and regional client agencies. The incumbent must develop and maintain effective communications and working relationships within the Unit, Bureau, Division, and Department as well as with other governmental agencies at all levels. The IT Sup II will develop, monitor and maintain project plans, program/section budget, procurement, and contract management.

The incumbent should have a good understanding of application development frameworks, such as Java, oracle and related technologies, Data Analytics, Data warehousing, Report development process to understand technical details of the systems under their supervision. The incumbent will work with the ITM I, the Information Technology Specialist (ITS) II, and various other groups within the Application Development Bureau (ADB), Technology Service Bureau (TSB), Enterprise Services Bureau (ESB) and with the Controlled Substance Utilization Review and Evaluation System (CURES) Program to develop a roadmap for system enhancements, maintenance, and operations. The incumbent will work with the Department of Consumer Affairs(DCA), California Department of Technology (CDT), Department of Finance (DOF), and other departments to ensure that project plans and budgets are aligned to meet CURES program and organizational needs. The incumbent will work with the CURES IT Teams, CURES Program, the legislative analysis team, Infrastructure team to Budget Change Proposals (BCP), develop legislative analysis and impact etc. The incumbent should have sound knowledge on estimation techniques to help develop impact and cost, schedule for legislative analysis, system enhancements, maintenances and operations plans. The incumbent will develop training plans for all of the team members to ensure proper knowledge and skills are maintained to support technology solutions.
