Job Description and Duties

“In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, The Commission will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Virtual interviews via web portals or phone will be offered as deemed appropriate and feasible by the hiring manager – standard in-person interviews will still be offered if conditions permit. The California Transportation Commission is looking for two dynamic, talented, and hard-working individuals to help lead the development and management of two individual programs: the State Transportation Improvement Program (STIP) and the Solutions for Congested Corridors Program (SCCP). Each position will lead or assist with the following, respective to each program: review and analyze the Department of Transportation STIP Fund Estimate, advise Regional Agencies and Caltrans in developing the Regional Transportation Improvement Program (RTIP) and Interregional Transportation Improvement Program (ITIP); receive, review and compile proposals from regional agencies and Caltrans; prepare summaries of programming requests, including the policy issues raised by each proposal, for presentation at public hearings and respond to any issues raised; perform public workshops; prepare program for adoption. The ideal candidate will have a positive attitude, excellent verbal and written communication skills, excellent numeracy skills, be comfortable presenting information and answering questions at a public meeting, be able to successfully meet deadlines while managing multiple priorities, and be proficient using Microsoft Excel, PowerPoint, and Word.”

Position in located in Sacramento, CA

Travel to the Commission meetings is required. Occasional travel to other meetings and hearings may also be required. Must have effective communication with other staff members, Commission’s Executive Director, and be responsive to information requests from Commission members and other stakeholders.

While at their base of operation, employee will work in a climate-controlled office under artificial lighting.

Employee may be required to sit for long periods using a keyboard and video display terminal to review and access information.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

The CTC is responsible for the programming and allocating of funds for the construction of highway, passenger rail, active transportation, aeronautics, and transit improvements throughout California. The CTC also advises and assists the Secretary of the 
California State Transportation Agency (CalSTA) and the Legislature in formulating and evaluating state policies and plans for California's transportation programs. The CTC is also an active participant in the initiation and development of State and Federal legislation that seeks to secure financial stability for the State's transportation needs. 


Special Requirements

“Please submit a Statement of Qualifications (SOQ) for the hiring manager’s review. If you have a preference towards working on either the State Transportation Improvement Program, or the Solutions for Congested Corridors Program, please indicate your preference through your responses in the SOQ. Your SOQ will be considered the first interview for this position and applications without an SOQ will not be considered. If your qualifications are competitive, you will be invited to come in for in-person interview. The SOQ is a discussion of how an applicant’s education and experience meet the evaluation criteria below and qualify them for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. You must include specific examples addressing each of the evaluation criteria listed below. Resumes, letters, and other materials will not be considered as your response to the SOQ. Your SOQ should be no more than three (3) pages. In your SOQ please explain your qualifications in the following areas:

  • Experience presenting information including high-profile policy information, verbally and in writing, to high level decision makers and/or the public.
  • Experience working with other boards or commissions as well state agencies, the legislature, regional and local governments and advocacy organizations.
  • Experience managing statewide programs.
  • Policy analysis and development experience including creative and innovative policy solutions.
  • Demonstrates Ability to Work Independently and advise management on Complex Projects.”

Occasional travel may be required. Possession of a valid Driver’s License is required when operating a state owned or leased vehicle
