Job Description and Duties

The California Energy Commission seeks an Energy Commission Specialist II, will consider Energy Commission Specialist I, in the Building Standards Office of the Efficiency Division.   

Under the direction of the Energy Resources Specialist III (Supervisory) in the Outreach and Education Unit in the Building Standards Office of the Efficiency Division, the incumbent will lead, manage, and execute a variety of outreach and education-related projects, deliverables, and tasks for the most highly-technical and complex building energy efficiency standards. In this capacity, the incumbent will plan, analyze, and recommend options for outreach and education to Title 24 Energy Code stakeholders. Audiences include: licensed building professionals, contractors, engineers and architects, energy consultants, builders, suppliers, installers, building departments, HERS raters, acceptance test technicians, real estate agents, appraisers, and lenders. The incumbent will be called upon to provide the most technical support by completing legislative bill analyses, media support, or multi-state efforts related to the Energy Code. The incumbent is the most highly skilled practitioner who is the prime resource and innovator in Energy Code outreach and education, and is expected to be an expert on highly complex and technical areas of the Energy Code. The incumbent is expected to work as a project manager, team leader, and as a team member.

Statement of Qualifications

When completing the SOQ, be sure to title the page “Statement of Qualifications” and include all relevant experience, education, and training for each question below and explain your answers thoroughly. Please include relevant places of employment, pertinent dates, duties performed, etc. when responding to each question. 1. Describe your knowledge of and experience with building related energy efficiency measures which may include California’s Energy Code, compliance processes, building energy modeling tools, technologies or design methods, and construction or installation.

2. Describe your experience developing and providing public presentations, including: the type of audiences and their sizes; presentation topics, context, and complexity; your process for developing presentation slides; and your strengths and weaknesses as a public speaker.

Salary Reduction Notice

Salaries do not reflect the reduction of pay. Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020). For Fiscal Years 2020-21 through 2021-22, employees will participate in the PLP 2020 and be credited (16) hours per month of PLP hours in return for reduction of pay equal to 9.23%. Part time employees shall be subject to the same conditions as stated above, on a pro-rated basis.
