Job Description and Duties

The Small Business Finance Manager oversees the state's Small Business Finance Center (SBFC) at the California Infrastructure and Economic Development Bank, which develops and operates various financing programs to support and increase access to loans for California's small businesses. There has been a flurry of activity in the program over the last year with more on the way. We are looking for a leader with passion for small business financing and a creative thinker to successfully design and implement new and exciting initiatives.

Core Programs:

  • Small Business Loan Guarantee Program (SBLGP) - in place since 1968 having enabled over $3.2 billion of loans since the early 2000s, creating or retaining nearly 400,000 jobs
  • Disaster Relief Loan Guarantee Program
  • Farm Loan Program
  • Jump Start Startup Loans

Activity over the last 12 months:

  • In April 2020, established a $50 million COVID relief guarantee that will provide $100 million in loans to the smallest and most underserved businesses impacted by the pandemic.
  • In July 2020, the state budget provided an additional $50 million to further capitalize the SBLGP.
  • In November 2020, provided a $37.5 million anchor commitment in a broad public-private partnership to launch the CA Rebuilding Fund.
  • Since July 2020, approved the initial ClimateTech loan guarantees for innovative solutions in partnership with the Bay Area Air Quality Management District.

Future Activity:

  • The 2021 state budget includes an additional $100 million for the SBFC to further support California small businesses.
  • The American Rescue Plan provides $10 billion nationwide for the State Small Business Credit Initiative ( This legislation is expected to bring hundreds of millions of dollars to the SBFC along with opportunities to create new and innovative initiatives to help small businesses gain greater access to capital.

Department Information

The California Infrastructure and Economic Development Bank (IBank) was created in 1994 and operates pursuant to the Bergeson-Peace Infrastructure and Economic Development Bank Act contained in the California (Government Code Sections 63000-63089.98) et seq. IBank is located within the Governor’s Office of Business and Economic Development (GO-Biz) and is governed by a five-member Board of Directors.

IBank has broad authority to issue tax-exempt and taxable revenue bonds, provide financing to public and private agencies, provide credit enhancements, acquire or lease facilities and leverage state and federal funds.

  2. Please describe your experience in a lead capacity, as an expert in finance and lending to small businesses and/or nonprofits, or another analogous area of expertise. Please include any experience with loan guarantees, Financial Development Corporations (FDCs), Community Development Financial Institutions (CDFIs), or community banks, if applicable.
  3. Please describe your experience interpretating and implementing state or federal laws, policies and procedures, or other analogous requirements to maintain program compliance. Please provide any experience with programs that help underserved communities, if applicable.  
  4. Please describe your experience in an outward-facing role, for example, making presentations at conferences, representing your organization at public events, or similar events.
