This position offers an exciting opportunity to participate in delivering a new Comprehensive Child Welfare Information System (CCWIS) with Child Welfare Digital Services (CWDS), a unique collaboration involving the Office of Systems Integration (OSI), California Department of Social Services (CDSS) and California’s counties and tribes.

 Under the general direction of the Architecture and Engineering Chief (ITM I), the Data Integration Architect serves in a key state role in the iterative development and operation of the Child Welfare Services - California Automated Response and Engagement System (CWS-CARES). CARES is a highly regulated, safety-critical, and data-intensive system that comprises Customer Relationship Management (CRM) Platform as a Service (PaaS)-based applications and data/analytics services provided through the CARES Data Infrastructure (CDI). The incumbent provides architectural steering to multi-disciplinary Product Delivery Teams (PDTs), with a focus on the flow, storage, and use of data across PaaS-based applications and the CDI. 

The salary noted does not reflect the 9.23% salary reduction in response to the economic crisis caused by the COVID-19 pandemic. The salary reduction is effective July 1, 2020, through June 30, 2022, SEIU collective bargaining employees. Employees will accrue two days of personal leave credit (equivalent to two days' pay) per month.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
At least 3 years of experience in the following areas of expertise:
  1. Experience architecting, engineering, and operating both batch and streaming (event-driven) data pipelines, including extraction, ingestion, quality profiling, cleansing, transformation, and loading steps
  2. Experience architecting, engineering, and operating master data management (registry) services, including metadata catalogs and duplicate detection and prevention logic
  3. Experience architecting, engineering, and operating Application Programming Interfaces (APIs) supporting data exchange, including APIs providing access to datasets through open standards
  4. Experience designing and building data extracts, reports, metrics, and metric calculation logic, ideally based on longitudinal (event history) data
  5. Experience managing technology vendors and portfolios of vendor products/services
  6. Experience solving problems, making trade-offs, and delivering software on multi-disciplinary teams, including architects, engineers, data scientists, researchers, experience designers, product owners, and domain subject matter experts (SMEs)
  7. Experience fostering data literacy and building a culture of continuous data quality improvement on multi-disciplinary teams
