Job Description and Duties

The Department of Financial Protection and Innovation (DFPI) is recruiting for five (5) Permanent, Full-time Financial Institutions Examiner (FIE) positions in the New Covered Persons Supervision & Licensing Unit. Positions will be filled in the Sacramento, San Francisco, Los Angeles, or San Diego DFPI locations. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.



Under the general direction of the Financial Institutions Manager, the Financial Institutions Examiner (FIE) is responsible for the 
Examination of debt collectors and new covered persons under the Debt Collection Licensing Act (DCLA) and California Consumer Financial Protection Law (CCFPL), as well as the Licensing of debt collectors under the DCLA.

The incumbent conducts regulatory examinations, individually or as part of a team. Obtains records and data and performs review, evaluation, and analysis to determine compliance with applicable laws and regulations. Conducts interviews with licensee’s/registrant’s staff and management. Works with licensee/registrant to resolve deficiencies, investigates consumer complaints and compliance issues. Prepares examination reports documenting the examination findings and supports the basis for the audit conclusions. Prepares referrals to Enforcement. Testifies in administrative hearings regarding violations identified during examinations. Reviews and evaluates license applications for debt collectors under to the DCLA to ensure compliance with State and Federal rules and regulations. Issues or provides recommendation for issuance of  a license, denial, or referral to Enforcement within designated timeframes. Reviews and evaluates license amendments and surrender of licenses.

Working Conditions

The incumbent must be willing to exercise flexibility and agility as well as be willing to telework (remote work) from home as needed. Telework is subject to DFPI’s Telework Program Policy.

Sacramento Location:

The Sacramento office is located in north Natomas. The Natomas office offers FREE PARKING, is easily accessible from INTERSTATES 5 and 80, and is also close to various dining and shopping choices in the Natomas area.


San Francisco Location:

The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants.


Los Angeles Location:  

The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, multiple parking options.


San Diego Location:

The San Diego office is located in the heart of Mission Valley, within walking distance to many shops and restaurants.



CalHR has authorized the DFPI to pay candidates hired in at the Financial Institutions Examiner level (Range A) a hire above minimum (H.A.M.) rate of $4930.00.

Department Information

The Department of Financial Protection and Innovation (DFPI) (formerly Department of Business Oversight) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.
