Job Description and Duties

The California Energy Commission seeks an Attorney IV in the Chief Counsel’s Office. The Chief Counsel’s Office is a full-service law office involved in all phases of Commission activity, and attorneys have an opportunity to work directly and closely with the state’s principal energy policymakers.

Under the general direction of an Assistant Chief Counsel and the general direction of the Chief Counsel, the Attorney IV will be responsible for providing legal advice on the most complex legal issues in areas such as energy, environmental, and administrative law. The successful applicant will be part of the Hearing and Advisory Unit. Duties include co-presiding and conducting with Commissioners the most sensitive and complex administrative hearings, including power plant licensing cases and complaint and investigatory proceedings, drafting orders, rulings, and Commission decisions; drafting proposed regulations and legislation; and developing legal strategies for the Commission.

The successful candidate will also be responsible for advising the Commission on Bagley-Keene Act Open Meeting Act and conflicts of interest laws. The successful applicant should have strong analytic and writing skills and have knowledge and experience in the following: (1) California Administrative Procedures Act and rules governing the conduct of administrative hearings; (2) California Environmental Quality Act and other environmental laws; (3) California laws governing state agencies such as the Bagley-Keene Open Meeting Act, the Political Reform Act, and other laws governing conflicts of interest, government transparency, and governmental ethics; and (4) Civil litigation, including writ practice. Additional desirable qualifications when assessing applicants include knowledge, experience, or interest in the areas of energy law, public utilities law, energy efficiency, renewable energy, clean transportation, and climate change. All applicants must be members of the State Bar of California.
