Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the broad administrative direction of the Research Scientist Manager (RSM), the Program Manager III (PM III) uses a high degree of expertise to develop and administer multiple major statewide programs, including a general epidemiology and analysis program, the California Animal Response Emergency System (CARES) program, and training, exercise, and planning programs for Foreign Animal Disease (FAD) response. The incumbent serves as the animal health emergency management expert advisor to the AHB Branch Chief, the AHFSS division management team, and CDFA’s Executive Office and oversees the development of policies, procedures, and statewide preparedness for the effective response and recovery from natural disasters, emergency animal disease outbreaks, and food contamination events, that have multi-departmental and statewide impact and fall within the scope of the State Emergency Plan and specifically the Food and Agriculture Emergency Support Function (ESF) 11 Annex.

Within the AHB, the Emergency Preparedness and Response Section (EPRS) provides leadership for prevention, mitigation, preparedness, response, and recovery for all emergencies that fall under the jurisdiction of the Animal Health and Food Safety Services (AHFSS) division.
