Job Description and Duties

Under the general direction of the Executive Director of the California Tax Credit Allocation Committee (CTCAC) and the California Debt Limit Allocation Committee (CDLAC) the incumbent functions as the Deputy Executive Director in charge of all functions and programs performed in the Development Section of the CTCAC and the CDLAC Section.  This position works in unison with the Deputy Executive Director in charge of all functions and programs performed in the Compliance Section of CTCAC. The position provides policy, program and technical direction when carrying out the critical functions in the provision of affordable rental housing throughout California, and functions as the Acting Deputy Executive Director of CDLAC during those periods of time when the Executive Director is unavailable.

    The California Tax Credit Allocation Committee (CTCAC) administers the federal and state Low-Income Housing Tax Credit Programs. Low-income housing tax credits are extremely competitive and every decision made is scrutinized by the housing development community, city and county officials, and other stakeholders. Both programs were created to promote private investment in affordable rental housing for low-income Californians.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends in public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; techniques of the Department’s Equal Employment Opportunity (EEO) program and the processes available to meet EEO objectives.
    2.     Examination Information

    The examination will consist of an application screening process conducted by a departmental evaluation committee. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the Desirable Qualifications listed, and may also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications may be the only basis for your final score and rank on the eligible list. Interviews may be conducted if the evaluation committee or appointing power finds it necessary.
