Job Description and Duties

The Energy Commission seeks an Air Pollution Specialist in the Hydrogen Refueling Infrastructure Unit (HRIU).

 

The HRIU is responsible for designing and implementing hydrogen refueling infrastructure investments; analyzing and reporting on the deployment of hydrogen technologies and infrastructure in California and elsewhere; and analyzing and reporting on the air pollution and greenhouse gas emission impacts of that deployment. The responsibilities of the Air Pollution Specialist will include developing strategic plans for hydrogen use in transportation in collaboration with other units in the FTD, CEC divisions, and outside public agencies. They will perform economic and policy analysis on interactions in a hydrogen system that serves the transportation sector and other economic sectors. The Air Pollution Specialist will be required to communicate the strategic plans and economic and policy analyses on ZEVs, fuels, and infrastructure, including emission reductions, to policymakers, stakeholders, and others.

The Air Pollution Specialist will work with FTD colleagues to develop and track Key Performance Indicators (KPIs) for ZEV and infrastructure deployment. The incumbent will also identify and report on utility and local government investments in ZEV infrastructure, including publicly owned utility (POU) investments and coordinate across the FTD, CEC divisions, and other public agencies to share information and assist in aligning the strategies.

The Air Pollution Specialist will support the Clean Transportation Program which provides financial support to develop and deploy innovative technologies that transform California’s fuel and vehicle types to help attain the state’s climate change policies (Health and Safety Code 44272(a)). They will collaborate with colleagues on Clean Transportation Program funding solicitations and provide strategic and policy advice on infrastructure funding and manage contracts and assist in designing and implementing funding opportunities.

Working Conditions

Due to the COVID-19 pandemic, the majority of the duties will be performed in a telework environment, but may return to an office environment in the future. Regular and consistent attendance is essential to the successful performance in this position. Occasional travel may be required.

Statement of Qualifications
