Job Description and Duties

The Department of Financial Protection and Innovation is recruiting for one permanent, full-time, Information Technology Specialist II position in the Executive Office, Information Technology Office. Position to be located in the Sacramento office. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Under the general direction of the IT Planning & Portfolio Manager, the IT Specialist II serves in a lead project management role and independently performs a wide variety of tasks requiring subject matter expertise in Project Management; Business Analysis; IT standards and best practices and IT Portfolio Management.

The Department of Financial Protection and Innovation (DFPI) (formerly Department of Business Oversight) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. CONFLICT OF INTEREST

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Five years of progressive experience as a project manager working with information technology solutions.
  • Three years of progressive experience as a Scrum Master working with information technology solutions. Certification a plus.
  • Project Management Professional (PMP) Certification (or similar certification or Bachelor’s degree with a focus on Project Management)
  • Certified Scrum Master and/or Agile Certified Practitioner.
  • Experienced in managing projects using both new and legacy enterprise technology.
  • Proven experience managing, leading and communicating effectively.
  • Demonstrated experience in both Waterfall and Agile Scrum SDLC’s.
  • Familiarity with the California Department of Technology: California Project Management Framework; Project Approval Lifecycle; Information Technology Project Oversight Framework.
  • Experience developing Request for Proposals, Request for Offers, Request for Information.
  • Understanding and experience with Project Portfolio Management.
  • Three years’ experience performing a variety of progressively responsible technical and analytical tasks including: requirements elicitation; facilitation of JAD sessions; documentation of system functional and technical requirements; gaining approval; performing gap analysis; Business Process Re-engineering and stakeholder management.
  • Ability to communicate effectively both written and verbal, compile data, analyze, summarize and present findings to Internal and External Stakeholders including Vendors as well as Senior and Executive Management Teams.
  • Ability to adjust to evolving priorities and challenges
  • Excellent attention to detail; an appreciation of the value of standards and guidelines; the ability to analyze problems and issues, and to evaluate and present solution alternatives.
