Job Description and Duties

Under the direction of a Senior Environmental Scientist Supervisor, the incumbent will be part of the Cannabis Enforcement Program (CEP) responsible for the following scope of activities in Humboldt, Mendocino, and western Trinity counties within the Northern Region (NR).  The incumbent will implement CDFW’s Lake and Streambed Alteration (LSA) and California Endangered Species Act (CESA) Incidental Take permitting and ensure California Environmental Quality Act (CEQA) compliance focused on projects related to cannabis cultivation. Coordinate with Law Enforcement Division’s Wildlife Officers, other Regional CDFW Cannabis Program staff, and State and local agencies addressing non-compliance and enforcement efforts. Specified activities require knowledge of California fish and wildlife resources, ecological principles, lake and stream processes, applicable permitting and environmental laws, and CDFW administrative procedures and policies. The incumbent applies an extensive knowledge of environmental impacts, a high degree of personal initiative, and independent judgment. The incumbent is expected to coordinate closely with Habitat Conservation Planning Branch (HCPB) and the statewide cannabis program on policy issues and other activities as appropriate. Public contacts made in the course of this work are highly sensitive and involve a wide variety of stakeholders.

This position is 12 months Limited Term (LT) and may be extended up to 24 months or become permanent.
 
If you currently have permanent status in your position and have passed probation, you have mandatory reinstatement rights into your former position at the end of this LT appointment. If you have not had prior permanent or probationary civil service status, you will be separated from State service.

Working Conditions

Ability to use a computer keyboard for several hours each day; complete office tasks that require sitting, standing, and walking to other locations; attend meetings and conference calls. A valid Driver License is required in order to drive to project sites and may require travel of up to three or more hours each way including overnight travel, early mornings and late nights; hiking over uneven and possibly steep or wet terrain where outdoor marijuana grows occur; operating a 4WD vehicle off highway, over rough terrain on a weekly basis and use an ATV occasionally; work in inclement weather. The position may require the incumbent to wear a uniform identifying the employee as CDFW staff.
 
During the COVID-19 pandemic, this position is eligible for telework with required travel for business purpose and need including, but not limited to, attending meetings, site visits, and hearings, and statewide to work with staff to complete work assignments.  Telework may be an option after the pandemic.
 
This is a 12 month position that may be extended to 24 months.  This position may become permanent.
