Job Description and Duties

Under the direction of the Senior Assistant Attorney General and a Supervising Deputy Attorney General, the Associate Governmental Program Analyst independently performs complex technical and analytical staff services and legal work. As a regulations coordinator, the incumbent provides program management and evaluation involving fiscal, organizational, and staffing matters and policy compliance for the Department of Justice’s Regulations Unit. This position requires exceptional organizational skills, as well as the ability to work independently and effectively under strict time constraints. Incumbent possesses exceptional analytical ability, effective writing and communication skills, and the ability to work with the public. Incumbent has the ability to tactfully communicate with personnel in all divisions and at other state agencies, and in all levels of authority. Incumbent must have the ability to work with IT staff related to program needs. Incumbent has knowledge of the statutory and regulatory laws pertaining to the development and submission of proposed regulations and related documents to the Department of Finance and Office of Administrative Law, and is knowledgeable of Administrative Procedure Act rulemaking process. Incumbent organizes, manages, and maintains rulemaking files in electronic databases, routes rulemaking packages, and tracks rulemaking deadlines.

Incumbent may assist with other aspects of the Government Law Section’s practice. Incumbent may perform fact and legal research, as well as proofreading and citation-checking, following Bluebook and California Style Manual citation requirements. Incumbent may assist with the Attorney General’s role in ballot initiatives, referenda, and state election and ballot procedures. Incumbent may research, analyze, and summarize case files and records for supervising attorneys and management. Incumbent may prepare exhibits for legal filings and trial. Incumbent may process and administer the section’s expert witness and outside counsel contracts. Incumbent may facilitate the section’s intake and case assignment system, including researching and summarizing new cases or advice requests. Incumbent may coordinate eDiscovery document management for cases (including search, review, and production), and assist in responding to discovery and Public Records Act requests. Incumbent may assist and back up the Initiative Coordinator and Public Records Act Coordinator, as needed.
