Job Description and Duties

The Information Technology Specialist I (ITS I) will perform Application Architecture & Design leveraging best of the Java and Spring Technologies. ITS I will perform system design and develop interfaces using REST and SOAP based Services and Javascript frameworks like Angular etc. ITS I will provide knowledge of department data processing environments and standards while performing the duties of developing detailed design documents based on reference and architectures for applications, logical and physical design, data model etc. The ITS I will also work with ITS II in evaluate legislative bills and come up with alternative solutions and develop estimates and determines the resourcing plan and develop cost estimates closely working with other groups.

Under administrative direction of Information Technology Supervisor II (IT Sup II), ITS I acts as an application architecture and senior developer to develop complex solutions with wide range of tools and technologies.  The incumbent works both independently and cooperatively with other Information Technology (IT) staff performing high level technical work around analysis, design, planning and implementation using a holistic approach for the successful development and execution of strategy.


The incumbent will provide knowledge of the Departments data processing environments and standards while performing the duties of application architect including developing conceptual designs, data models and resource estimates; defining project work activities, timelines and system constraints; and design and development of the most complex systems and interface configurations.  The incumbent will develop sophisticated system capabilities, design and implement cloud based solutions, develop required interfaces between internal and external systems. Duties will include client and vendor interaction to obtain information used to customize and develop the most complex software to achieve the desired results as well as the expertise in the development tools and languages required to develop and maintain complex applications, resolve complex technical problems with application and/or infrastructure including but not limited to system performance issues, and the ability to write complex scripts and procedures, analyze data and situations, reason logically, identify problems, draw valid conclusions, and develop effective solutions.
