Job Description and Duties

The duties of this position support the California Department of Public Health’s Mission Statement to advance the health and well-being of California’s diverse people and communities. As an employee of the Vendor Management Branch (VMB), the incumbent serves as part of a team that provides monitoring, training and support for and collaboration with grocery vendors statewide that serve Women, Infants, & Children (WIC) program families.  

Under the direction of the Chief, Vendor Monitoring Section, Staff Services Manager II (SSM II), the Staff Services Manager I (SSM I) is primarily responsible for managing the operations of the Field Monitoring Unit (FMU) which ensures compliance with federal and state regulations related to WIC authorized vendors statewide. The incumbent supervises the analytical staff to manage the FMU operations while personally performing most difficult or sensitive work. The SSM I exercises professionalism and tact, and communicates effectively when interacting with staff, local agencies and the public. The incumbent maintains the knowledge and skills related to fraud and abuse detection, monitoring, reporting and prevention. Communicates effectively (orally and in writing) with staff, local agencies, the public, control agencies, and law enforcement. The manager actively participates as member of the WIC Division management team. The incumbent may travel up to 25% statewide, with possible overnight stay(s), to accompany staff on compliance monitoring.

Department Information

The Women, Infants, Children Program (WIC) has been part of the nation’s nutrition safety net for over 40 years.

Extensive research has found WIC to be a cost-effective investment that improves the nutrition and health of low-income families — leading to healthier infants, more nutritious diets and better health care for children, and subsequently to higher academic achievement for students. As a result of the research documenting WIC’s effectiveness, Administrations and Congresses of both parties have provided sufficient funding since 1997 to ensure that WIC can serve all who qualify. WIC helps families get healthy food and a lot more including nutrition education, breastfeeding support, benefits for healthy foods, and referrals to healthcare and other community services.

Like other divisions within the California Department of Public Health, WIC builds its program to support participants who are affected by Social Determinants of Health by providing access to nutritious foods, health education, and referrals.

WIC serves babies and children up to age five, pregnant women, and new mothers. Dads, grandparents, foster parents of young children, and working families are welcome at WIC too!

Over 200 state staff work at California Department of Public Health’s WIC Division located at the Natomas campus in Sacramento (free parking!).

The WIC Division is led by senior managers administering a Local Services Branch, Vendor Management Branch, Policy and Planning Branch, and the Data Analysis, Research, and Evaluation Section.  Through these branches, support staff, analysts, specialists, and nutritionists serve the needs of WIC local agencies.

WIC is well-known for its nutritionists who provide state and local guidance to support the WIC participant in receiving healthy and nutritional food, including breast feeding support.  Monthly, more that 1 million WIC participants can find support at one of 83 local agencies which maintain more than 500 sites throughout California.

WIC participants can redeem their food benefits at more than 4,000 grocers who are authorized to serve WIC families.

Currently, the WIC Division implemented a new Electronic Benefits Transfer (EBT) card called the California WIC Card and a new management information system that will allow WIC participants to be served more efficiently; these were delivered in waves throughout the state.
