Job Description and Duties

The Selection Division (SD) within CalHR provides Human Resource consultation and oversight services in a variety of areas, including Merit System Services (MSS). The MSS Program ensures that counties use a merit-based personnel system for employment of staff subject to the federal merit system standards required by Government Code sections 19800 through 19810. The MSS Program provides human resources consultation, personnel services, and audits to specific counties under Interagency Merit Systems and Approved Local Merit System, along with the development and implementation of innovative personnel management concepts designed to address workforce challenges.

Under the general direction of the Staff Services Manager III (SSMIII), Selection Division Assistant Chief, the Staff Services Manager II (SSM II) (Supervisory) is responsible for managing the operational and administrative functions of the MSS program. This position level is responsible for Supervising and coaching the work performed by the MSS Program. The incumbent supervises staff engaged in administering and auditing the MSS Program for county Departments of Social Services and Child Support Services in compliance with federal and state merit personnel requirements. The MSS program connects people with county positions through recruitment, selection, and examination processes.  

The incumbent is responsible for sensitive and confidential employee matters, and this position requires the use of tact and sound judgement that recognizes the best interests of the counties and the Department of Social Services.
