Job Description and Duties

CalHR is seeking an experienced leader to join our Executive Management team as the Chief, Selection Division!

Under the administrative direction of the Chief Deputy Director of CalHR, the Division Chief functions as a member of the Executive team and serves as a program administrator overseeing the planning, organizing and coordinating the work of the Selection Division, which is primarily a reimbursable-funded division of CalHR. The Division Chief is responsible for the development and implementation of policies relative to merit-based selection and testing, consultation and technical services for state departments including: marketing and managing reimbursable programs, overall policy development and implementation for the division, as well as developing and providing leadership direction to accomplish of CalHR’s Strategic Plan pertaining to the division.

CalHR has temporarily adopted telework for employees who can perform their essential work functions remotely.

    A Statement of Qualifications (SOQ) is required. The examination process for this position consists of a Standard State Application (form STD 678), Resume, and SOQ evaluation. The SOQ will be used to evaluate how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. SOQs must be no more than four (4) pages in length, and typed using no less than 12-point Arial font. The SOQ must address the following questions and in order listed below:
    1. Describe your demonstrated experience at the managerial level with the employee selection process, including but not limited to, examinations, employment testing, hiring assessments, and interviews. Explain how you evaluated the effectiveness of the selection tools used. In your response, include the specific software programs you have used to manage recruitment and hiring efforts.
    2. Describe your experience with program administration including establishing a program’s mission and vision; effectively leading a team toward meeting strategic goals; and developing partnerships and cooperative relationships with stakeholders including control agencies, the Legislature, departments, labor and advocate organizations. In your response, include your experience in policy development and implementation.
    3. Describe your experience in reviewing operational performance as it pertains to meeting specific objectives and goals, and your demonstrated ability to train staff on changes to policies, procedures, and laws. In your response, include specific examples of your experience motivating staff and fostering accountability in a changing work environment.
    4. Describe your experience applying leadership through effective interpersonal and emotional intelligence skills, including communication, active listening, critical thinking, self-awareness, persuasiveness, and the ability to counsel and motivate others in a constantly changing work environment. In your response, include examples of your ability to identify opportunities for organizational improvement and successfully lead and implement change.
    5. Describe your experience building diversity, equity and inclusion into organizational policies practices and culture. In your response, include how you have ensured diverse strengths, talents, and perspectives are valued in accomplishing an organization’s mission, vision, and strategic goals.

    Desirable Qualifications

    • Demonstrated knowledge of and experience with state policies, rules & standards relative to the State’s Civil Service Selection process 
    • Knowledge of and experience applying scientific and data driven principles to employee selection practices. Knowledge of the principles and theories of Industrial/Organizational Psychology as they pertain to employee selection a plus 
    • Experience implementing, using, and/or continuously improving recruitment and selections software programs including, but not limited to, Examination and Certification Online System (ECOS), PeopleSoft, NEOGOV, etc. 
    • Experience in recommending, developing, and implementing policies and procedures 
    • Program administration experience including evaluating operational performance, managing change, and communicating with executive level management, other state agencies, legislative staff, industry, local governments, etc.

    • Strong leadership and management team experience demonstrating an ability to create clear goals and expectations, encourage leadership, use sound judgement in managing complex and varied programs 
    • Ability to gain the confidence and support of executive leadership and provide effective advice on regulatory and administrative matters and policies 
    • Ability to collaborate with others to achieve mutual goals and meet the organizations' and external stakeholders' strategic goals and objectives 
    • Experience with forecasting and managing a division’s budget
