Job Description and Duties

The California Coastal Commission (Commission) is offering an exciting opportunity to participate in the planning and regulation of transportation projects and planning efforts in San Diego County through interagency efforts with the Department of Transportation (Caltrans), local transportation agencies and our Local Coastal Program (LCP) partners. The primary responsibility of this position is to facilitate early and continuous coordination between the Commission and Caltrans for the planning, design and construction of transportation projects that are located in the coastal zone, i.e., the Commission’s retained jurisdiction and/or federal consistency authorities, as well as projects proposed in certified LCP jurisdictions throughout San Diego County. The Transportation Program Analyst will: perform timely reviews of Caltrans proposals, including environmental analysis in coordination with other resource agencies; process coastal development permit (CDP) applications, including preparing staff reports and staff presentations for the Commission; explore opportunities to improve integration of transportation and land use decisions in the coastal zone; and assist in meeting commitments described in the interagency and partnership agreements with Caltrans.

The incumbent’s work will include: supporting the San Diego Coast District office in the tracking and processing of Caltrans’ projects and planning efforts requiring coastal development permits, federal consistency submittals, Local Coastal Program (LCP) amendments, and/or public works plans; participating in interagency work groups and Caltrans’ project development team meetings, as well as regular coordination meetings with Caltrans; attending stakeholder and other related public meetings; reviewing coastal development permit applications for consistency with the California Coastal Act, preparing staff reports and staff presentations; reviewing and preparing comment letters on coastal resource impact analyses and environmental review (NEPA/CEQA) documents; evaluating and preparing comment letters on Caltrans' and local planning efforts, such as comprehensive multi-modal corridor, active transportation, and regional transportation plans; conducting research and preparing memos and guidance documents on the focus areas identified in interagency and partnership agreements, such as analyzing sea level risk and integrating sea level rise adaptation into transportation projects; completing the California Coastal Trail, protecting and enhancing coastal public access and promoting active transportation; and reducing greenhouse gas emission emissions and vehicle miles traveled, among other topics.

  • Analyze on transportation projects for consistency with the California Coastal Act, including review of environmental documents, technical reports, coastal permit applications, appeals, federal consistency submittals, and Local Coastal Program (LCP) amendments, etc. related to transportation, and prepare staff reports for action by the Coastal Commission.
  • Review and/or assist in the development of project alternatives and project-related mitigation and monitoring measures.
  • Make staff presentations to the Commission.
  • Coordinate with Caltrans on compliance with the terms and conditions of previously issued coastal permits.
  • Participate in Caltrans project scoping/development meetings and field reviews to identify coastal issues related to such plans and projects.
  • Analyze transportation planning documents, such as Project Initiation Documents, Corridor Management Plans, Active Transportation Plans, Regional Transportations Plans, etc. for consistency with the Coastal Act and prepare comment letters.
  • Prepare materials, in coordination with Caltrans, for monthly coordination meetings and ensure follow up on identified action items.
  • Respond to public inquiries and comments regarding Caltrans projects under review by the Commission.
  • Assist in the development of training programs and/or memos and guidance documents for Caltrans and Commission staff to meet obligations under existing interagency and partnership agreements with Caltrans.
  • Some travel and fieldwork are required, particularly within San Diego County.

Working Conditions

This is a 12-month limited-term position with the possibility of extension or becoming permanent.
