Job Description and Duties

Join the executive leadership team of the California Governor's Office of Emergency Services (Cal OES)—the nation’s premier state-level emergency management and homeland security agency charged with protecting the people of California from all threats and hazards.

The Assistant Director works under the supervision of the Deputy Director of Logistics and oversees the State of California’s Public Safety Communications program as part of the Cal OES Logistics Directorate. 

Under the leadership of the Assistant Director, the Public Safety Communications (PSC) Branch is the State of California’s one-stop-shop for comprehensive emergency communications capabilities and services.  PSC oversees California’s 9-1-1 system in support of over 450 PSAPs across the state, including the 9-1-1 Advisory Board, the State Emergency Telephone Number Account (SETNA) fund, and the implementation of Next Generation 9-1-1.  PSC operates the state’s microwave infrastructure and network, the statewide interoperable radio communication network, and the State Network Operations Center (NOC).  PSC further serves the state government’s entire public safety community to ensure for continuity of government through the design, installation, maintenance, and repair of their public safety radio communications systems.

The Assistant Director represents the Director, Deputy Director, and Executive staff to chair numerous high-profile policy groups and forums, to include California’s 9-1-1 Advisory Board, California Statewide Interoperability Executive Committee, and more. The Assistant Director’s organization includes multiple job classifications including telecommunications technicians and engineers, with personnel, communications equipment, installation shops, and office space located in all areas of the state. 

PSC is also the lead entity for CA Emergency Support Function 2 which brings together all emergency communication expertise and providers--to include wireless, telecommunications, internet, satellite, and cable providers--to support communities and state agencies across the state plan for, respond to, and recover from emergencies and disasters. PSC also provides direct linkage to the federal government for all aspects of emergency communications and communications policy, including the Federal Emergency Management Agency, Federal Communications Commission, and more.

In coordination with Executive Management and the Cal OES Deputy Director of Logistics, the Assistant Director has responsibility for establishing policy and procedures that are in concert with Cal OES’s mission and supporting legislation.

The Assistant Director represents Cal OES when in contact with the Governor; officials of federal, state, and local governments; legislators; members of the Governor’s staff; the news media; and the public.

Working Conditions

The Assistant Director may be required to perform the function of the Executive Duty Officer (EDO). The EDO serves as the operational lead on behalf of Cal OES Executive Management. Executive level management serves on a rotational basis throughout the year. Duties include:

 

  • Establishing and ensuring a communication link exists with the California State Warning Center.
  • Providing support 24 hours a day and acting as the point of contact for state and federal coordination including mission request tasking of resources and staff.
  • Notifying and briefing Executive Management of significant events.
  • Briefing/Updating Executive Management of proclamations received and/or any changes to existing proclamations.

    During response operations, the Assistant Director is expected to work beyond a normal schedule, with extensive hours exceeding 12 hours per day for extended periods of time with minimal time off. The Assistant Director is expected to work effectively and cooperatively under stressful conditions, and work weekends, holidays, extended, and rotating shifts (day/night). Statewide travel may also be required for extended periods of time and on short notice.
