Job Description and Duties

Are you interested in making positive changes for State Government at a Statewide level and building for your future through iterative project deliveries? Do you want to transform operations, the state’s hiring processes and solutions? Do you want experiences leading statewide solutions? 

The Project Portfolio Management unit (PPM) has an immediate opening for a technical business analyst dedicated to a development and operations (DevOps) project that is cross-departmental and has statewide impact.  This is a highly visible role with routine exposure to senior executives, all state departments and managers to influence decision making and drive progress on the state hiring process and automation initiatives. This position is ideal for those that are collaborative thought leaders with experience working on complex systems and driving statewide change.

The incumbent will:

  • Participate in the evolution/implementation of DevOps processes and tools
  • Facilitate iterative planning, estimation and communication
  • Elicit, refine and document requirements from end users via interviews, document analysis, requirements workshops, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.
  • Analyze and evaluate information gathered from multiple sources, reconciling conflicts, translating high-level information into details, as well as being able to redefine low level details into higher level general overarching documentation, and distinguish user requests from the underlying true business needs.
  • Translate business needs into application and operational requirements, ensuring that the business requirements are understood so that planning, building, and operation will run effectively
  • Deliver the following project artifacts as needed: Business Requirements, Functional requirements, Use Cases, Test cases, and Validation protocols
  • Facilitate and guide document review processes
  • Work with end users to define concepts with the guidance of project owners while engaging in multiple initiatives simultaneously
  • Serve as the communication line between the end users and the technical teams
  • Manage regular meetings with stakeholders and end users
  • Assist with defining and developing platform roadmaps, relevant project performance measures, addressing current issues and challenges, planning for changes and realizing opportunities for improvement
  • Complete tasks related to run support and project life cycle management

This position provides telework opportunities, including the ability to work fully remote.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Possession of a CBAP Certification, or other formal business analyst or project management certification(s), is desired
  • Direct experience working on IT projects, in a technical business analyst role on large projects
  • Expertise with Iterative Software Development Methodologies in a DevOps environment
  • Experienced in all aspects of project delivery including concept, initiation, planning, execution, closing, maintenance, and operations 
  • Ability to exercise a high degree of initiative, independence of action and originality, and must demonstrate tact and good independent judgment
  • Strong communication skills and be able to develop and maintain effective, cooperative working relationships
