Job Description and Duties

CalPERS is currently seeking a dynamic innovative leader to become the next Chief Information Officer (CIO) for the Information Technology Services Branch (ITSB).

This is an incentive eligible position. The incumbent will be eligible for an incentive award of up to 15% of their annual salary.

The Chief Information Officer (CIO) directs the overall administration of the ITSB for CalPERS. The position provides executive direction and oversight to three divisions: Technology Business Management Division, Technology Infrastructure Services Division, and Enterprise Solutions Development Division. The CIO plays a critical role in setting strategic Information Technology (IT) direction and policies that align with the enterprise business goals and objectives and mitigate technological risk.

Duties include but are not limited to:

  • Makes broad policy recommendations regarding information technology impacting all CalPERS programs, operations and services
  • Responsible for strategic planning, IT and Information Security Policy development and review, and creation of long range information systems plans
  • Researches and develops new IT products and facilities for CalPERS programs
  • Represents CalPERS with the Department of Finance, and the Legislature on technology issues
  • Provides consultation and advice to high level program managers, Executive Staff and the Board of Administration

    You must provide responses including specific examples and indicate years of experience for EACH of the qualification factors outlined below.     In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following SOQ factors will provide the basis for competitively evaluating each candidate and must address the following:

    1. Describe your leadership experience and demonstrated ability to think strategically and function as a member of the Executive team. Include information to demonstrate your experience with cloud and virtual environments, operational management, and system development and migration strategies.

    2. Describe your experience and knowledge in information technology policy development, recommendation, and implementation; including the ability to facilitate the establishment of priorities and provide policy direction.

    3. Describe your project management experience. Include information to demonstrate your ability to manage multiple large data center and/or infrastructure projects, and implement successful technology resource management practices.

    4. Describe your experience communicating and presenting complex issues before a wide range of audiences, including a board or similar body.

    5. Describe your experience leading a major change initiative. Include information about how you considered human motivational factors and organizational leadership principles in developing your approach to the change initiative. Describe how your inclusion of these elements contributed to the project's success.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
